Request for Addition of Stormwater Outfalls - Craig Road Landfill Sedimentation Basins

Dear Mrs. Georgoulias:
During our meeting in September we discussed two sedimentation basins located along Craig Road at Belews Creek Steam
Station — permit #NCS000573. These basins were constructed as erosion and sedimentation control measures under an
approved E&SC plan for the construction of Phase 1 of the Craig Road Landfill. Although the plan was closed out in August
2015, the basins continue to receive industrial stormwater from the ditch line along Craig Road. At the time of our meeting,
we discussed an upcoming visit by the US Corp of Engineers, the result of which could affect the location of the NPDES
compliance point for this industrial stormwater. The US Corps of Engineers has completed its site evaluation and determined
that the basins do not contain jurisdictional waters. Therefore Duke Energy requests that the outlet structures for these
sedimentation basins be added to the current stormwater permit.
The basins were designed based upon 10-year storm events. The inlet pipes are located at the lower end of the basins
opposite to the outlet structures. The outfalls discharge to an unnamed intermittent stream.
The following documentation is attached.
Page 45 of Drawing C1 from Phase 2 Construction Plan that depicts the sedimentation basins as BMP-6 and BMP-7.
Duke Energy requests that the stormwater outfalls for these be SW-028 and SW-029 respectively. BMP-6 (SW028)
drainage area is approximately 8.86 acres with 16% impervious surface. The Outfall coordinates are 36°16'04"N, -
80°03'53"W. BMP-7 (SW029) drainage area is approximately 6.12 acres with 11% impervious surface. The
Outfall coordinates are 36°15'53"N,-80°03'59"W.

in this figure should be considered as approximate based on available aerial and topographical data.
