Hydrographs (2018) Northeast Cape Fear Umbrella Mitigation Bank Holly Shelter Bay Tract Year 5 Annual Monitoring Report (February 2019) 1.0 EXECUTIVE SUMMARY Shaw Hwy Properties LLC (Bank Sponsor), has completed Year 5 annual monitoring of the Holly Shelter Bay Tract of the Northeast Cape Fear Umbrella Mitigation Bank. The Holly Shelter Bay Tract encompasses 1,273 acres, including 836 acres of non -riparian (i.e. pocosin, wet pine flat and wet pine savanna) wetland restoration. In addition, 1,167 If of zero -order stream valley have been restored near the down -gradient section of the site. An additional 255 acres of wetland enhancement and preservation (both riparian and non -riparian wetlands) were included in the Bank project. Over 2,184 linear feet of first -order stream (UT to the Northeast Cape Fear River) was also preserved. A total of 1,153 acres have been placed into a perpetual conservation easement for the long-term protection of the site. Restoration activities included roadway removal and back -filling road -side collector canals, installing reinforced clay plugs at prescribed locations within lateral and collector canals, and the grading of a shallow zero -order stream valley. Approximately 16 acres of former roadbeds and 4 acres of zero -order valley area were planted with characteristic wetland trees corresponding to the targeted community type (pocosin and riparian headwater forest). All restoration work (including earthwork and plantings) was completed in April 2014. (Refer to the As -Built Report submitted September 2014 for more detailed information regarding the implementation of the Holly Shelter Bay Tract). The approved restoration plan stipulates seven years of vegetation monitoring and five years of hydrologic monitoring. Following the completion of the earthwork, a total of three (3) 0.05 acre plots were established in the riparian headwater forest planted area. A total of fifty-nine (59) shallow groundwater monitoring wells were installed throughout the site (including 12 gauges within the zero -order valleys). Hydrologic monitoring was conducted throughout the year (through December 31, 2018). The annual vegetation monitoring was conducted in October 2018. Based upon the data collected, planted areas exhibit a high rate of survivorship of characteristic wetland tree and shrub seedlings. Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract t Year 5 Annual Monitoring Report (February 2019) The hydrologic response to restoration efforts is also evident via groundwater and surface water data collected that illustrate prolonged periods of wetland hydrology. 2.0 PROJECT OVERVIEW A. Introduction Construction of the Holly Shelter Bay Tract (1,153 acre project area) portion of the Northeast Cape Fear Umbrella Mitigation Bank was initiated in March 2014. The overall tract boundary is depicted in Figures 1 and 2. The project includes approximately 836 acres of non -riparian (i.e. pocosin, wet pine flat, and wet savanna) wetland restoration and 1,167 linear feet of zero -order stream restoration. The project also includes 255 acres of wetland enhancement and preservation (both riparian and non -riparian wetlands) and 2,184 linear feet of first -order stream preservation. Restoration activities included earthwork (roadway removal and back -filling road -side collector canals, installing reinforced clay plugs at prescribed locations within lateral and collector canals, and the grading of a shallow zero -order stream valley); planting of characteristic non -riparian and riparian wetland vegetation; and the installation of monitoring devices. Placement of fill material within existing ditches/canals was authorized under Nationwide Permit 27 issued by the U.S. Army Corps of Engineers (USACE) with attached conditions (issued February 28, 2013), and the NC Division of Water Quality (DWQ) 401 Water Quality Certification with attached conditions (issued March 12, 2013). The Holly Shelter Bay Tract Restoration Project is intended to provide suitable, high-quality wetland mitigation for authorized impacts within the Northeast Cape Fear River Basin (Cataloging Unit 03030007). B. Mitigation Goals and Objectives The objective of the Holly Shelter Bay Restoration project is to provide for the functional restoration and ecological up -lift of wetland and stream habitat via the re-establishment of characteristic hydrologic conditions and vegetative assemblages. It is anticipated that a number of key wetland functions and values will be restored including floodwater retention/abatement, sediment retention, nutrient transformation, and increased habitat connectivity. The project offers the unique opportunity to restore, enhance, and preserve riparian and non -riparian wetland and stream habitat Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 2 Year 5 Annual Monitoring Report (February 2019) and provide for protected habitat connectivity between the Northeast Cape Fear River and state - protected refuge (Holly Shelter Game Lands). C. Project Implementation Restoration activities were initiated in March 2014. Earthwork consisted of roadway removal and back -filling road -side collector canals, installing reinforced clay plugs at prescribed locations within lateral and collector canals, and the grading of a shallow zero -order stream valley. Clay material for the plugs was brought in from an off-site source. The plug material was placed within the lateral ditches and canals between March 2014 and April 2014. The restoration effort also included the grading of two zero -order stream valleys. Both valleys originate within the area of the restored headwater forest wetland areas and slope gradually to the existing branch of the riverine swamp forest. The northern valley is identified as Stream Valley "A" while the southern valley is identified as Stream Valley "B". Valley A was constructed in the general location of the former outlet canal. The canal was first backfilled with the use of adjacent roadbed material and clay plugs at prescribed locations. After backfilling, the valley was contoured and graded to an approximate 2% slope. Valley B follows a natural headwater valley that had been previously impacted by logging activities near its origin (which included the re -direction of surface flow and groundwater discharge that would otherwise have provided inflow to the head of the zero -order valley). In addition, the lower end of the valley was bisected by the presence of a forestry road installed in the 1970s. Grading within Valley B was limited to the removal of the road bed and minor grading near its origin (where material had been pushed across the valley for logging access). In addition, plugs were installed within the lateral ditch at the upper limits of the valley to help restore groundwater baseflow and surface water inflow. Maintenance inspections of the armored ditch plugs within the Bank were performed during Year 5 monitoring. All of the ditch plugs appear to be stable with little or no evidence of bank or plug erosion. Note that many of the plugs were covered with root mat and live shrubs at the time of construction. These plugs have performed very well and appear to provide better stability than that of armored stone (i.e. rip -rap). One plug that was proposed in the restoration plan (near Well 30) Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 3 Year 5 Annual Monitoring Report (February 2019) was not installed during initial construction. This plug was installed in August 2016 and has recently been inspected. Maintenance inspections will continue to be performed to determine if any contingency measures are recommended in future monitoring years. Planting of the 16 -ac removed roadbed restoration area and 4 -ac zero -order valley area was conducted by Bruton Natural Systems, Inc. from April 7, 2014 through April 8, 2014. All planting activities were supervised by environmental scientists from Land Management Group. Plant material was provided by Arborgen Nursery (Blenheim, SC). Per the restoration plan, one non - riparian vegetative community (pocosin) and one riparian vegetative community (zero order stream) were established throughout the 20 -ac planting areas. Species planted in the non -riparian wetland restoration areas included Atlantic white cedar (Chamaecyparis thyoides), bald cypress (Taxodium distichum), and black gum (Nyssa sylvatica). The restored zero -order valleys (approximately 4 acres) were planted with characteristic species of small headwater streams of the outer Coastal Plain. Species of this community type included bald cypress, swamp chestnut oak (Quercus michauxii), swamp black gum (Nyssa biflora), and river birch (Betula nigra). The planting list is provided in Table 1. As part of the implementation of the restoration project, LMG installed a total of 60 automated shallow groundwater monitoring wells (RDS, Inc. WM-20s & WM-40s) within the 1,091 -ac restoration area (Figure 3A). One well was installed in uplands and has since been removed. Of the existing (59) monitoring wells, twelve (12) are located within four (4) arrays situated across the restored valleys. In addition, a total of six (6) automated wells have been installed within the identified enhancement wetland areas on the mitigation site. Refer to Figures 3A & 3B for maps depicting the location of on-site wells. In addition to the groundwater monitoring wells, three (3) permanent 0.05 -ac vegetation plots were randomly established within the 4 -ac zero order stream valleys. The four (4) corners of each plot are marked with rebar and flagged PVC, and GPS coordinates are provided in Figure 3B. The number of wells and vegetation plots by community type are provided in Table 2. Hydrology monitoring has been conducted for five years. The vegetative component includes an assessment of the conditions within each of the three 0.05 -ac permanent plots monitoring plots that have been established in the stream restoration area. Hydrologic monitoring is conducted via the 59 wells/gauges installed throughout the site. Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 5 Year 5 Annual Monitoring Report (February 2019) The following are the specific success criteria for both the vegetation and hydrologic monitoring of the restoration and enhancement areas. (1) Demonstrated density of planted species of the riparian/headwater forest wetland and zero -order valley areas (totaling 4 acres) to meet or exceed 320 trees per acre at the end of three years (post planting); 260 trees per acre at the end of five years; and 210 (seven-year old) character canopy tree species per acre at the end of seven years. The Interagency Review Team (IRT) may allow for the accounting of acceptable volunteer species toward the 210 -tree per acre density upon the review and evaluation of the annual monitoring report. (2) If, within the first three years, any species exhibits greater than 50% mortality within the 4 -acre riparian/headwater forest wetland and zero -order valley, the species will either be re planted or an acceptable replacement species will be planted in its place. No single volunteer species (most notably, red maple, loblolly pine, and sweet gum) within the 4 -acre riparian/headwater forest wetland and zero -order valley will comprise more than 50% of the total composition at Year 3 or 5. If this occurs, remedial action, as approved by the IRT may be required. During Year 3 and 5, no single volunteer species, comprising over 50% of the total composition, may be more than twice the height of the planted trees. If this occurs, remedial action, as approved by the IRT may be required. The need to conduct additional volunteer sampling after Year 5 will be determined by the IRT. (3) Planted tree stems within the 4.0 -acre riparian/headwater forest wetland and zero -order valley must average 10 feet in height (at 7 -years old) in each plot at Year 7. If this performance standard is met by Year 5, and stem density is Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 6 Year 5 Annual Monitoring Report (February 2019) trending toward success (i. e., no less than 260 five year old stems per acre), monitoring of vegetation on the site may be terminated provided written approval is provided by the USA CE in consultation with the IRT. (4) The hydrologic criterion is premised on the specific community to be restored (refer to Figure 4 for the location and extent of the wetland communities): a. for the non -riparian wet pine savanna community (mineral soils), the hydrologic criterion will be the establishment of the water table at or within 12 " of the soil surface for 6% of the growing season under normal precipitation conditions. Hydrology monitoring shall be undertaken from OIFeb through 30Nov of each monitoring year. On OIFeb, soil temperature at a minimum of three locations will be measured at 12 inches below the soil surface and documented within the monitoring report. Should earlier monitoring be considered, the project sponsor must also document biological activity on the site pursuant to the applicable Regional Supplement to the 1987 Wetland Delineation Manual. Earlier monitoring must be approved by the U.S. Army Corps of Engineers prior to commencement. b. for the non -riparian wet pine flat community (mineral soils), the hydrologic criterion will be the establishment of the water table at or within 12 " of the soil surface for 8% of the growing season under normal precipitation conditions. Hydrology monitoring shall be undertaken from OIFeb through 30Nov of each monitoring year. On OIFeb, soil temperature at a minimum of three locations will be measured at 12 inches below the soil surface and documented within the monitoring report. Should earlier monitoring be considered, the project sponsor must also document biological activity on the site pursuant to the applicable Regional Supplement to the 1987 Wetland Delineation Manual. Earlier Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 7 Year 5 Annual Monitoring Report (February 2019) monitoring must be approved by the U.S. Army Corps of Engineers prior to commencement. c. for the non -riparian pocosin community (organic soils), the hydrologic criterion will be the establishment of the water table at, or within, 12 " of the soil surface for 12.5% of the growing season under normal precipitation conditions. Hydrology monitoring shall be undertaken from OIFeb through 30Nov of each monitoring year. On OIFeb, soil temperature at a minimum of three locations will be measured at 12 inches below the soil surface and documented within the monitoring report. Should earlier monitoring be considered, the project sponsor must also document biological activity on the site pursuant to the applicable Regional Supplement to the 1987 Wetland Delineation Manual. Earlier monitoring must be approved by the U.S. Army Corps of Engineers prior to commencement. d. for the riparian headwater forest (associated with the zero -order stream valley), the hydrologic criterion will be the establishment of the water table at, or within, 12" of the soil surface for 15% of the growing season under normal precipitation conditions. Hydrology monitoring shall be undertaken from OIFeb through 30Nov of each monitoring year. On OIFeb, soil temperature at a minimum of three locations will be measured at 12 inches below the soil surface and documented within the monitoring report. Should earlier monitoring be considered, the project sponsor must also document biological activity on the site pursuant to the applicable Regional Supplement to the 1987 Wetland Delineation Manual. Earlier monitoring must be approved by the U.S. Army Corps of Engineers prior to commencement. For the zero -order stream valleys, the primary success criterion is: Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract g Year 5 Annual Monitoring Report (February 2019) "Documentation of 2 flow events using techniques discussed above within a normal rainfall year in 3 of the S years of monitoring" Note that documentation of flow is achieved via the use of gauge transects (three gauges per transect) installed perpendicular to the valley as well as through the use of physical indicators of flow (e.g. ordinary high water mark indicators) and photo/video-documentation. 4.0 MONITORING RESULTS (YEAR 5 A. Vegetation Monitoring A total of 192 planted stems were enumerated throughout the three 0.05 -ac plots. For planted species, the total number of stems identified corresponds to an average density of 1,280 stems per acre (64 stems per 0.05 -ac plot) within the stream restoration area (Table 3)1. Bald cypress was the most abundant woody species, with a total of 159 individuals identified. Other planted species such as swamp black gum, river birch, and Atlantic white cedar were also prevalent within the monitored plots. The survival rate among planted species has been relatively high during the first five years of monitoring (85%). Refer to table 4 for a summary of Year 0 (baseline) vegetative monitoring data. Note that river birch has exhibited a mortality rate of 74% (with much of the mortality occurring over the first year post -planting). Atlantic white cedar has exhibited a mortality rate of 63% (with much of the mortality occurring over the first two years post -planting). Given the overall high rate of survivorship and the presence of desirable (characteristic) wetland volunteer species, it is believed that replanting or supplemental planting is not warranted. Several woody volunteers, including inkberry (Ilex glabra), sweet pepperbush (Clethra alnifolia), fetterbush (Lyonia lucida), and redbay (Persea borbonia) were identified; however, these species are not being counted towards the success of the site at this time. Note that per the success ' Note that seedling quantities utilized for the planting were based upon an approximate 20 -acre disturbed area. During construction, disturbance was minimized within the south zero -order valley resulting in a reduction in the size of the area that needed to be re -planted. In addition, large portions of the 16 -acre roadbed removal area were inundated during the time of planting. The net result was a decrease in the area to be planted and a proportional increase in the planting density (i.e. excess seedlings were interspersed within the planting zones). Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 9 Year 5 Annual Monitoring Report (February 2019) criteria established in the restoration plan, the IRT may allow for the accounting of acceptable volunteer species toward the Year 7 success criterion of 210 trees per acre upon the review and evaluation of the annual monitoring report. No single volunteer species comprised more than 50% of the total composition during Year 5 monitoring. All of the plots far exceeded the Year 5 minimum of 13 stems (260 trees per acre). In addition, the plots exhibited a diverse assemblage of the shrubs and trees indicative of the target community type. Refer to Appendix A for photographs of current site conditions. A comprehensive plot data table is provided in Appendix B. Table 3. Hydrologic Monitoring As indicated above, a total of 59 hydrologic monitoring wells/gauges are being monitored throughout the site. The number of wells installed within three of the restoration community types (pocosin, wet pine flat, and wet pine savanna) was proportional to the acreage of each community Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 10 Year 5 Annual Monitoring Report (February 2019) type. A higher density of gauges was utilized within the riparian headwater forest/zero-order stream given the nature of the monitoring requirements for this wetland type. 1. Summary of Precipitation Regional drought indices, including the Palmer Drought Index and the North Carolina Division of Water Resources (DWR) Drought Status Maps, were examined to interpret precipitation patterns and predicted subsurface water storage conditions relative to long-term climatic data. In particular, the Palmer Hydrological Drought Index maps depict hydrological (long-term cumulative) drought and wet conditions, which more accurately reflect groundwater conditions. Based upon the 2018 index maps, the Pender County area of North Carolina exhibited normal groundwater conditions in January through August. Very moist conditions were documented in September. Extremely moist conditions were exhibited in October through December. The Palmer Hydrologic Drought Index maps for 2018 are included in Appendix C. The NC Drought Status Monitoring Program compares existing data to long-term (1965-2015) climatic conditions for well data, stream baseflow data, and combined well and baseflow data. Contoured percentile data (30th/70th percentiles) are graphically displayed on monthly drought images. Based upon these maps, subsurface storage (i.e. groundwater) conditions were considered above normal during January. Groundwater conditions were considered normal during February and March. Subsurface storage conditions were considered above normal in April through July. Groundwater conditions were considered normal in August and above normal in September. Subsurface storage conditions were considered normal in October and above normal during November and December. The NC DWR Drought Status Maps for 2018 are included in Appendix D. The on-site rain gauge documented normal to above normal rainfall conditions throughout the year. Rainfall conditions were generally normal in early January and late January through mid-April. Precipitation was considered to be above normal (>70th percentile) in mid-January, late April, and mid-May through mid-August. Rainfall conditions were generally normal in late August and early September before returning to above normal in mid-September through early December. Precipitation was considered to be normal in mid and late December. Total on-site rainfall for the Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 1 1 Year 5 Annual Monitoring Report (February 2019) year was 83.58 inches2. Site-specific rainfall data are included on the hydrographs in Appendix E. The nearest CRONOS station (Horticultural Crops Research Station in Castle Hayne, NC) recorded 89.43 inches for the year (with data substituted from Wilmington International Airport during data gaps from early August through mid-October). According to the WETS long-term climatic data, mean annual rainfall for Willard, NC is 54.20 inches (with a 30% of having less than 49.84 inches of annual precipitation and a 30% chance of having more than 58.00 inches of annual precipitation). As a result, the 2018 calendar year is considered above normal for total annual precipitation based upon the on-site rain gauge data and data from the Willard (NC) WETS station. 2. Pocosin Restoration Areas Within the areas targeted for pocosin restoration, all of the five (5) wells exhibited hydroperiods of greater than 12.5% of the growing season (the hydrologic success criterion for pocosin). The observed mean length of the hydroperiod during the growing season (February 1 through November 30) for these wells was 243 days (equivalent to 80.2% of the growing season). The observed hydroperiods ranged between 48.2% (146 days) of the growing season (Well 16) and 100% (303 days) of the growing season (Wells 1, 2, and 20). Note that Well 16 malfunctioned during the middle part of the growing season, but still far exceeded the hydrologic criterion (despite the reduced period of data collection). The longest consecutive hydroperiods of these wells included periods of above normal precipitation. However, all of these wells exhibited hydroperiods during an 82 -day period of normal rainfall during the early growing season. Refer to Table 5 for a summary of the hydrologic data for the pocosin restoration wells. The observed mean length of the hydroperiod during the growing season (February 1 through November 30) for these wells was 222 days (equivalent to 73.3% of the growing season). The observed hydroperiods ranged between 15.2% (46 days) of the growing season (Well 24) and 100% (303 days) of the growing season (Wells 3, 4, 8, 9, 10, 11, 12, 13, 14, 15, and 22). Well 30 malfunctioned throughout the middle and late portions of the growing season, but still met the hydrologic criterion (despite the reduced period of data collection). All of these wells met the success criterion during the early growing season under normal precipitation conditions. Wet Pine Savanna Restoration Areas All of the fifteen (15) wells in the wet pine savanna restoration areas exhibited hydroperiods greater than 6% of the growing season (the hydrologic success criterion for wet pine savanna). All of the five (5) wells in the pocosin enhancement areas exhibited hydroperiods greater than 12.5% of the growing season (the hydrologic success criterion for pocosin). The observed mean length of the hydroperiod during the growing season (February 1 through November 30) for these wells was 188 days (equivalent to 62.0% of the growing season). The observed hydroperiods ranged between 34.3% (104 days) of the growing season (Well E6) and 100% (303 days) of the growing season (Well E1). The one well in the wet pine flat enhancement area exhibited a hydroperiod of 167 days (55.1 % of the growing season). The hydrologic success criterion for wet pine flat is 8%. The longest consecutive hydroperiods of these wells included periods of above normal precipitation. However, all of the enhancement wells exhibited hydroperiods during an 82 -day period of normal rainfall during the early growing season. Refer to Table 8 for a summary of the hydrologic data for the enhancement wells. Hydrographs are provided in Appendix E. 6. Riparian Headwater Forest Restoration All of the twelve (12) wells in the riparian headwater forest restoration area exhibited hydroperiods greater than 15% of the growing season (the hydrologic success criterion for headwater forest restoration). The observed mean length of the hydroperiod during the growing season (February 1 through November 30) for these wells was 128 days (equivalent to 42.2% of the growing season). The observed hydroperiods ranged between 21.1% (64 days) of the growing season (Wells B3 and D1) and 54.1% (164 days) of the growing season (Well A2). The longest consecutive hydroperiods of these wells included periods of above normal precipitation. However, all of these wells also exceeded the success criterion during a period of normal rainfall during the early growing season. Zero -Order Stream As indicated above, the zero -order streams occur within two distinct valleys that originate in the riparian headwater forest restoration area and slope gradually toward the existing branch of the riverine swamp forest. The two valleys are identified as Valley "A" (to the north) and Valley "B" (to the south). A total of four (4) gauge transects (three gauges per transect) were installed in the zero -order streams to document the presence of surface water. There are two transects in each valley. Refer to Figure 3B for a map depicting the location of zero-order/riparian wetland gauges. Indicators of Ordinary High Water Mark (OHWM) and video documentation were also used to identify the presence of surface water flow. Valley A: Surface water was documented in the center of each transect over several periods during the monitoring year. The valley exhibits a very gradual slope (-2%) from its upper origin to the existing tributary at its down -gradient terminus. Refer to the As -Built Report for the longitudinal profile of the center of the valley. The duration and amplitude of the surface water was similar between the two transects. Both transects exhibited surface water on January 1, 2018. Gauges located at both transects continued to record surface flow through early July, with the exception of a brief pause at Gauge B2 in mid-May. Flow resumed at both transects in mid-July and continued through mid-August. Both transects resumed flow in mid-September and continued to flow through the remainder of the calendar year, with the exception of a brief pause at both gauges in late October. During periods of surface inundation, water depths in the center of the valley ranged from 0.3 inch to 16.1 inches. Refer to Appendix E for graphs of duration and amplitude of surface water in Valley A. Observed physical indicators of an ordinary high water mark (OHWM) within Valley A consisted of the following: (1) wracking; (2) vegetation matted down, bent, or absent; (3) deposition; (4) and multiple observed flow events. Video evidence of flow is provided on the attached DVD. Photographs of the zero - order valley are provided in Appendix A. Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 19 Year 5 Annual Monitoring Report (February 2019) Valley B: Surface water was documented in the center of each transect over several periods during the monitoring year. The slope of the valley over the length of the monitoring section is approximately 0.8%. Refer to the As -Built Report for the longitudinal profile of the center of the valley. The duration and amplitude of the surface water was similar to Valley A. However, there was a general trend of surface water conditions consisting of briefer periods of inundation near the valley origin and increased duration of surface water in the lower section of the valley. During periods of surface inundation, water depths in the center of the valley ranged from 0.2 inch to 15.0 inches. Refer to Appendix E for graphs of duration and amplitude of surface water in Valley B. Observed physical indicators of an ordinary high water mark (OHWM) within Valley B consisted of the following: (1) wracking; (2) vegetation matted down, bent, or absent; (3) deposition; (4) and multiple observed flow events. Video evidence of flow is provided on the attached DVD. Photographs of the zero - order valley are provided in Appendix A. 5.0 CONCLUSION Hydrologic data indicate the re-establishment of hydrology characteristic of the target habitats across the site as a result of the earthwork completed. Removal of large outlet canals and the re -contouring of the headwater valleys has resulted in the connection of vast headwater wetland areas to the existing branch of the riverine swamp forest. There has been a discernible hydrologic response indicating the restoration of key hydrologic functions relating to water storage and groundwater recharge within the system. Vegetation and hydrologic monitoring of the project area indicate that the site is progressing well during the fifth year following the implementation of the restoration activities. Vegetation data document high rates of survivorship among the planted species (R stem density = 1,280 stems per acre). While river birch and Atlantic white cedar exhibited mortality greater than 50% during the first five years, the overall rate of survivorship of planted species and the occurrence of desirable volunteer wetland species indicate that the restored valleys are comprised of the target vegetative assemblage. No other vegetation issues were noted. All of the wells met the hydrologic success criterion for their respective wetland types. Surface flow Northeast Cape Fear Umbrella Mitigation Bank - Holly Shelter Bay Tract 20 Year 5 Annual Monitoring Report (February 2019) in the zero order stream valleys has been documented during every monitoring year. These flow events include periods of normal and below normal precipitation. Overall, the site appears to be performing very well. The restoration site is already providing key wetland functions via the reduction of sediment runoff (that formerly drained directly from vast areas of intensively managed silvicultural lands); increased nutrient retention/transformation; increased floodwater storage; and the enhancement and protection of wildlife habitat. Upon review and concurrence by the Interagency Review Team, this report will conclude the fifth and final year of hydrologic monitoring of the site. The vegetation on the site will be continued to be monitored over the next two years (through Year 7), and the findings of such will be provided in subsequent annual monitoring reports for agency review and concurrence.
