Craven County, NC Mr. Dunham: Please find attached the required annual report for this facility. This permit allows for several residuals sources. These are the Town of Bridgeton, Town of Maysville, Ocean Bay Villas, and Pruitt Health Care. Of these, only Town of Bridgeton and Town of Maysville was land applied during 2018. All are small domestic wastewater plants with annual sampling requirements. All are liquid residuals with very low (less than 2%) solids contents. Included with this report, as required, are soil test reports and residuals sampling analyses for the two wastewater plants with residuals removal for land application. Also included are the bench sheets supporting that PSRP was met. Also included are the operator daily log field sheets and a copy of Permit WQ0037637 Attachment B. This is the fourth year of land application for this permit. Cumulative loadings are shown as required. For each residuals source, residuals are lime stabilized using hydrated lime to meet PSRP. Vector attraction is met by either, or both, alkaline stabilization and/or incorporation within 6 hours after application. No occasions of permit non-cornpliance are noted. Land Application Events: Four fields received residuals in 2018 and these occurred in six differing application events. The fields and application events are shown in the table below. All are domestic with no pretreatment program or industrial inputs. Volumes are very low and field application rates are very low, and the resulting constituent loading rates of nutrients and metals are correspondingly low. No annual or lifetime limits are approached. Residuals are lime stabilized as per EPA 503 and DWR 2T requirements. Bench sheets attached to this report substantiate the data collection to support PSRP. Please note that the SAR for the Town of Bridgeton was recalculated based on sludge sample raw data. The lab report with the SAR (calculated) of 0.9 is incorrect. The true SAR as calculated by the raw Na, Ca, and Mg data is 29.2. Note that while this SAR would be considered a high value if this were an irrigation water source, that a 1-time event with the low_volume-does ----- pose any concern to soils or crops. The key parameter to watch with any product with a high sodium concentration is the exchangeable sodium percentage (ESP) in the soil. This relates the sodium percentage as a function of the soil cation exchange capacity. Bridgeton residuals went to fields 6-1, 6-3, and 6-4. The ESP for each of these soils is as follows: Field ESP 6-1 1.09 6-3 1.25 6-4 3.33 In all cases, ESP is well below threshold recommended values for action of 15. Our recommendation is to monitor sodium continually, and reduce or eliminate sodium sources to any field when ESP exceeds 10. 2__.
