Salisbury Street Raleigh, NC 27604 RE: Nationwide Permit 14 Application — TIP C-4928 — Morreene Road (SR 1317) Bike Lanes Durham, Durham County, North Carolina Dear Mr. Sullivan and Mr. Ridings: On behalf of our client, the City of Durham, Kimley-Horn is submitting the attached application for authorization under Nationwide Permit (NWP) 14 for the above referenced project in Durham County. The City of Durham, in coordination with the N.C. Department of Transportation, proposes to perform complete street improvements along 1.5 miles of Morreene Road (SR 1317), from Neal Road (SR 1314) to Erwin Road (SR 1320) in Durham, Durham County, NC (TIP# C-4928). The improvements include widening the existing two-lane shoulder section to a two-lane curb and gutter section with five-foot wide bicycle lanes and five-foot wide sidewalks. Kimley-Horn delineated the project corridor and identified one perennial stream (Sandy Creek), one intermittent stream (S2), and no wetlands. A field review of the project area was conducted by Jason Robinson of NCDWR on January 25, 2018 and a Buffer Determination Letter was issued on February 5, 2018 (NBRRO #18-011). A Preliminary Jurisdictional Determination was issued by Eric Alsmeyer of the USACE on April 24, 2018 (SAW-2017-02542). Unavoidable permanent impacts to stream S2 and its buffers will result from the proposed roadway improvements. Impacts to jurisdictional features have been avoided and minimized to the extent practical by widening the existing roadway corridor and tightening the fill slopes nearjurisdictional areas to reduce the limits of disturbance. Permanent impacts to S2 will occur from the replacement of an existing, undersized culvert and the placement of countersunk rip rap. Temporary impacts will result to stream S2 to allow for construction access and to allow for temporary dewatering activities during culvert installation. Temporarily impacted areas will be restored to pre-construction contours upon completion of the project.
