Corey Basinger - Regional Supervisor Water Quality Regional Operations Section Ref: Notice of Violation - Tracking No. NOV-2019-DV-0065 City of Belmont - WQCS00046 Dear Mr. Basinger: The City of Belmont is in receipt of the above NOV and as required by your letter, our response to this violation is as follows: Incident # 201803051- This overflow incident, located at an air release manhole on Morgan s Branch Road, was the result of a failed air release valve. The top of the air release valve blew off of the valve. City crews responded to reports of the overflows and immediately, the crews cut off liftstation pumps and turned the air release off. Lime was applied to the area around the air release manhole after incident. On behalf of the City of Belmont, once the crew had turned off the liftstation pumps and turned off the air release, the air release valve was replaced. Once the repair was completed, our crews cleaned the area and lime was applied to the affected area. Incident # 201803237- This overflow incident, located on a right of way (ROW) near 214 Plant Road, was the result of a break in the 8" force main. The break was potentially caused by erosion of the soil around the force main. City crews responded to this break immediately, once it was reported. The crews repaired the break, by replacing six feet (6) of the 8" force main. On behalf of the City of Belmont, this section of force main is inspected each business day. The main was found to be intact and in working order on 10/22/2018. Once the repair was completed, the crew stabilized the soil around the area of the break. The area was cleaned and lime was applied to the affected area.
