We appreciated the opportunity to speak with you concerning the non -compliant issues related to
the recent inspection of the Greater Badin Sewer Collection System.
Pursuant to that conversation, Stanly County will proceed with the following plan of action to
address the noted non -compliant items noted from the inspection:
3,308 linear feet of sewer main was cleaned this past year, which is 5.7% of the total
gravity sewer listed in the permit. The permit requires 10% to be cleaned.
Response: We have performed an initial GIS Mapping query of the sewer main in the
Greater Badin system and currently have approximately 81,101 linear feet of
sanitary sewer mains. This number will probably increase as more lines are noted
and added to the mapping system. Our crews within the next 45 days are
committed to cleaning 7,000 linear feet of gravity sanitary sewer mains to exceed
the 10% minimum. Moving forward they will be taking a more routine and
accurate documented accounting of the total linear footage of sewer mains
cleaned before the next inspection. We will notify you when the 7,000 linear feet
has been inspected and cleaned.

2. Maps were available but lacked information. Pipe size, pipe materials, flow direction,
pipe age and service taps were not listed on the maps. The operator said they were
working on getting computer -based mapping system going but this may be 2 to 3 years
out. In the mean -time extra information should be added to the maps.
Response: We have been working developing the platform for an intelligent.GIS Mapping
system. In light of the non-compliance, I have prioritised completing the Greater
Badin Sewer Collection System Mapping. We have met with our GIS
Department, and they have printed large aerial scale base maps of the sewer mains
and have added manholes. Our staff are currently reviewing these maps and
making the noted changes for accurate representation. Per our conversation, I
expect to have an acceptable and generally accurate sewer collection system map
of the Greater Badin Sewer Collection System within the next 60 days or by April
18, 2019. I have also been meeting with GIS consultants to begin the process of
building the ARCGIS platform for intelligent mapping of our water and sewer
systems throughout the county.
3. Educational information is mailed out once a year, along with being included in the
Annual Report, which is available to customers. A grease control program has been
written up including businesses, which would fall under the program but the program has
not yet been implemented. This needs to be done.
Response: I have located all pertinent materials related to the Fats Oil and Grease Program
and I am in the process of reviewing these materials as well as our existing Sewer
Use Ordinances to determine if they are compatible. It appears much of the
program was developed in 2014. After I determine the current materials are
sufficient to meet our operations and regulatory requirements, I will begin field
implementation. I may need to resubmit these items to the Stanly County Board
of Commissioners for approval if there are changes required , if so, it will be
done at one of the April 2019 Board of Commissioner Meetings.

The FOG Brochure will be included in the next Sewer Annual Report that is
mailed to all customers. If you need us to send it sooner, please confirm and we
will get it accomplished. I have enclosed all currently prepared materials related
to the FOG program for your review.
In my opinion, any effective program will require mandated self -monitoring with
sampling. It will also include regular auditing of our food establishments
including small stores in strip malls, gas stations and other businesses that cook or
prepare food. Many of these may not be listed in the Food Service Establishment
List. Varying levels of grease trap requirements and allowable variances from the
standard 1,000 gallon grease trap will also need to be considered and applied
where applicable. One challenge will the communication with the building
inspections department and the town to flag and review any applicable plumbing
permit for food establishments so that we can review and enforce grease trap
guidelines and ordinances. I have started this conversation and hope to have it
procedures in place soon.
