(9) Schedule of Compliance Dear Ms. Culpepper: Schedule of Compliance of the above referenced NPDES Permit requires submittal within one year of the effective date a Corrective Action Plan for achieving compliance with the newly issued copper permit limits. As staff has continued to analyze samples over this last year,there has been some variation in the data. The variation is not significant but varies enough that would result in the facility being in a non-compliant status for portions of the year. Staff has identified a need to increase the monitoring at the wastewater treatment plant as well as add monitoring within the collection system. This next year will enable staff to gain a better understanding of the correlation between the various outfalls and any fluctuations in copper concentrations. Below is a proposed Corrective Action Plan that should allow enough time and data to develop a path forward to consistently achieve compliance: • Increase effluent monitoring for copper to bi-monthly for 12 months beginning March 2019. • Perform bi-monthly monitoring for copper on the various influent outfalls for 12 months beginning March 2019. • Review the data from outfall monitoring,the most recent Industrial Waste Survey, and other customer data for potential dischargers of copper and investigate further where appropriate by September 2020. • Determine the next course of action based on results of the data and investigations of dischargers no later than January 2021. Staff anticipates these action items will give us the information required to identify sources of copper and develop plans to address the concentrations at the plant. This timeline should also provide time to implement any next steps that may be identified.
