On February 12, 2019, Argos received a Notice of Violation for high pH readings
from the settling basin discharge at our Hebron St plant. These exceedances resulted
from excess solids accumulation in the settling basin, reducing its holding capacity
and leading to discharge. We have since brought in excavation equipment to remove
the solids. The solids have not completely been removed, but enough material has
been taken out to eliminate the discharge. We are also using the opportunity to
perform maintenance on the basin's retaining wall. A photo of the work in progress
is included below. In addition to repairing the existing settling basin, we will be
installing an additional sediment pit to reduce the solids flowing into the basin. We
will be able to remove solids accumulation with our existing plant equipment, and to
treat the pH at this pit as necessary.
We believe the repair work will prevent future instances of discharge above
allowable pH limits. We also believe the previous discharge exceedances posed only
a slight environmental concern. As the second figure below shows, the pond is a
significant distance from the Kings Branch Creek that flows through the plant
property. There are several hundred feet of woodlands to absorb the discharge.
