The Toren of AMU Department of SPRINGS February 28, 2019 Town of Holly Springs (NPDES, NC0083096) 2018 PAR Narrative GENERAL PROGRAM INFORMATION • Attached is the Pretreatment Program Info Sheet. • The HWA was submitted to DWR on 10-30-2017 and approved 02/22/18. The allocation table attached is representative of our most current approved HWA/AT. • The Town of Holly Springs was granted a recension of the land application permit WQ0019098 in a written letter dated August 29, 2017. The Town did not land apply sludge in the calendar year 2018. • The LTMP was submitted to PERCs Unit August 31, 2018 and Approved October 26, 2018. • The Lab Manager/Pretreatment Coordinator Amy Moore was replaced by myself (Debra Batten) July, 2018. • The lab technician, Jennifer Exum was replaced by Katelyn Tresino. • No permits lapsed or expired prior to renewal. SIU INFORMATION South Wake Landfill, (IUP # 001) Known as SWLF • The landfill operated normally in 2018 without violations issued. • There have not been any resulting violations but there have been a couple of times throughout the year where SWLF has had problems with high ammonia values, starting in March. The Town of Holly Springs allowed SWLF to obtain microorganisms from Utley Creek Water Reclamation Facility to re -seed their tank which resulted in nitrification returning to their pretreatment system. • SWLF requested an Authorization to Construct on July 51h, 2018. On July 20, 2018 SWLF was issued an Authorization to Construct for the expansion to the existing landfill gas selection and control system. This project was projected to last for 75 days from beginning to end. I was not told of its completion on August 30, 2018. The final inspection by the contractors was September 30, 2018. Shortly afterward there was a problem with the system and it was down for repairs. Discharge did not resume until December 20, 2018. • In September prior to Hurricane Florence, SWLF needed to make room for the heavy rainfall event and emptied the treatment system tank. While the average monthly flow is typically <7,000 gal/day, the average flow from September 9th- September 12'h, 2018 was 43,044 gal/day. This was done without notification to the POTW. Though they did not exceed their flow limit of 50,000 gal /day, this is a significant increase in flow. (919) 577-2280 debra.batten(a hollyspringsnc.us • www.hollyspringsnc.us during this time that I was notified that there had been a change in staff as Brian Fowler was no longer the Operator of the Pretreatment System. • The discharge of high average flow between September 9th-121h, 2018 resulted in the wasting of all of the nitrifying bacteria and the pretreatment process at SWLF was no longer working correctly, thereby causing the ammonia to increase >1400 mg/L. However SWLF staff monitored their ammonia levels with field equipment and made sure the volume of discharge released each day would assure a discharge that would not exceed the permit limit nor cause problem for The Town of Holly Springs POTW. They had their tanks pumped and hauled and started over with more seeded biosolids from UCWRF. They are currently nitrifying again. • The annual onsite inspection was conducted on November 1, 2018. The pretreatment system was functioning properly and the discharge was extremely limited as they were trying to assure no permit violations would occur. • The industry submitted a permit renewal application on June 14, 2018 for the existing permit that was to expire December 31, 2018, • A new permit was submitted to both the SWL and NC PERCs Unit on December 28, 2018. • A response with a request for corrections was received from Vivian Zhong on January 911, 2019 and minor changes and updates are in process of being made at this time. • Segirus, (lUP#002) • Segirus operated normally in 2018 without violations issued. • On January 3, 2018 notification was given of the intended Fill Finish Expansion. A meeting was held to discuss an expansion on February 8, 2018. • On April 25, 2018 Seqirus submitted a request to waive the permit requirement of testing and submitting all results to the Control Authority as they were conducting a process control sampling event looking for the source of Mercury in their process. The sampling event outline was approved. • In June, the industry forgot to request Phosphorus on the chain of custody. The sample was not recollected. The result, though outside of hold time, was compliant. A make-up sample was not required. • The Industrial Pretreatment Inspection was conducted on December 19, 2018. • Between late 2018 to early 2019 they will modify their process to FCC 3.0 which will reduce their total phosphorus discharge by approximately 67%. The IUP 002 renewal reflects and details the changes and has representative limits for 2018 and 2019. ra C.
