Included with this letter is the summary of monthly data for the calendar year of 2018 for this discharge. The industry was in compliance with monthly average limits all year. In January 2018, a daily maximum BOD value occurred. Additional sampling was conducted in January and the industry was in compliance with the monthly average limit. A notice of violation letter was issued for this daily maximum violation. The WWTP data did not reflect the elevated BOD value and there were no exceedances of effluent limits at the WWTP during this time. In July 2018,the industrial permit was renewed and limits were adjusted to reflect actual WWTP loading in pounds per day rather than a concentration based limit which has resolved the compliance issue. This rational of pounds per day was also applied to total suspended solids limits. The permit does need to be modified to reduce the allocation for copper and zinc at this time. This will be adjusted to the previous limits to reduce the over allocation. Metals in the previous permit that had been consistently below detection levels over historical period of time were removed from the permit. This IUP was issued for only a two-year period since the headworks was not completed at that time. In October 2018 the headworks analysis was submitted and the over allocations of BOD and TSS were resolved. This was approved in January 2019.
