We received the following this morning from the Barry Hobbs (Prog. Team Lead) in Div
1.
"I have concerns placing US 13 traffic on SR 1315 due to uncertainty in the pavement
structure and limited roadway width. The Division prefers an on-site detour."
I called Barry to follow up and he did state that though limited improvements had been
made to the detour route, he was concerned about trucks and buses using a route with
10ft travel lanes.
We're still waiting on additional clarification about the temp fill.

Travis sent me a follow up email confirming that he is fine with the 2009 call. I've added
that confirmation to the file. Gordon forwarded me JD information on Friday and I will
be reviewing it today. Everything looks to be lining up and as soon as we get the detour
information I should be able to process the permit request. Thank you for getting the
information back to me so quick.

Gordon,
I will need an updated review by NCWRC. Ten years is a long time and with this not
being a Merger project NCWRC would not be locked in on a 2009 recommendation.

I was able to find a Corps Action ID# SAW-2009-01082 for this project. The only
information in the file was correspondence between Bill Biddlecome with the Corps and
Tracy Walter with NCDOT regarding environmental scoping but no JD information. I will
need a JD to move forward with this project.
Keep me informed on how you want to proceed.

A letter from Travis dated September 1, 2009 did not recommend a moratorium.
NCDOT delineated the wetlands and wrote the NRTR in 2009 and 2010. The NRTR (May
2010) claimed that a JD request would be sent to the Corps (p. 1). The author is long
gone, and I have been unable to document if a JD request was ever sent.
Hopefully, I will get more feedback on the detour soon.

As we discussed earlier I have included a list of questions I have regarding the
replacement of B-4916:
1- Please provide additional information indicating why an offsite detour is not
applicable.
2-Please provide more information detailing the installation and removal of the onsite
detour if used. Will there be base fabric utilized to identify original wetland elevations?
3- Please provide the wetland Jurisdictional Determination.
4- Has NCWRC been contacted to identify if Quioccoson Swamp is identified as an
anadromous fish spawning area and do they require a moratorium for in-water work?
