I'll get down to it. For U-2524D (Chris Moon's section of the Loop) all work in permitted sites has been completed. Please see his email below. This, of course, excludes the modification that we recently sought at Permit Site 4 to fix the damage created by the sewer line installation. For U-2524C (Bojan's section of the Loop) all work in permitted sites has been completed EXCEPT an area located on Rev. permit sheet 25 of 39 (Rev. 4/12/13) where a 30-inch pipe outlets to a ditchline which outlets at Horsepen Creek (see STA 415+00 Rt of -L-). The system we are referring to is just south of the bridges on the east side of Horsepen Creek. This drainage system actually carries water from Chris' section of the job to the creek (from an HSB, I believe). If I understood correctly, the pipe is installed however the tie in ditch has not been completed. The detail for this tie in is Detail T(rip rap at embankment) and while there are no specifics, we assume that means the rip rap would be below the ordinary high water mark. We don't want to open up the entire permit for some rip rap at the embankment that MAY get below the OHWM; therefore, we propose to carry the rip rap to the top of bank and install coir fiber matting on the bank itself. We believe we would still end up with a stable product, especially as there is already coir matting over in this general vicinity. If you recall, this was where the temporary crossing was located, which has been removed. Currently, the loop on the West side of US 220 is (and has been) completed and open to traffic for some time. Only this small portion of the C section on the East side of US 220 is still underway (and it is anticipated that all work will be completed in a month or 2). Everyone is aware that there can be NO WORK IN ANY JURSIDICTIONAL AREAS AT THIS TIME DUE TO THE EXPIRATION OF THE PERMITS. I have told Chris and Bojan this does not mean that the other construction activities that are in the upland areas must cease. Chris — to answer your question: if there is a loss of sediment into a jurisdictional resource, it will still need to be retrieved. This is an activity that is separate from our authorizations to impact features to build our road. Even after a project is completed, the expectation is that if a slope fails or a basin is undermined, any losses to streams or wetlands will be retrieved to protect downstream water quality. This would fall under the need to protect our resources in perpetuity. Bojan — as we discussed on the phone, areas where you have permanently impacted a feature (i.e. fill in the wetland for the interchange ramp) are no longer considered jurisdictional. Therefore, you can top dress and seed the slope. Also, per your comments, you were going to check this afternoon to make sure that ALL crane mats and construction debris had been removed from the wetland areas under the bridges. The silt fence and devices need to remain (of course) and won't be removed until the project is released by Aaron. I believe this captures the meat of the current situation at the Western Loop. The only piece that remains is the modification request and how to proceed from here. We are all open to suggestions. Please feel free to step in if I've misstated something.
