This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0004797. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Groundwater exceedances will be addressed under separate cover by the Asheville Regional Office hydrogeologist. The irrigation system is well maintained and operated. Tracy Wolf, ORC and Dale Wolf, Backup ORC, assisted with the inspection. The permittee is permitted to discharge process wastewater from the DAF Unit to the City of Hendersonville WWTP from August 1, 2016 – December 31, 2021. After that time, the permittee will renew the permit with City of Hendersonville. The following items should be updated in the permit description during the next renewal. 1)Current description lists 4 aerators; the lagoon contains 5 aerators. 2)Remove reference to the 475gpm transfer pump. This pump is no longer in use. Depth to water table is verified before irrigation. A piezometer is used to determine groundwater table for Field #5 Sprayheads were calibrated March 2016. Maintenance logs were reviewed and appeared to be complete. Maintenance is scheduled using a Computerized Maintenance Management System (CMMS). Soils Analysis: 6/25/18, pH’s ranged from 6.1 to 7.3 Optimum pH for fescue is 5.8-6.5 March 2018 laboratory labs sheets were reviewed for NDMR data comparison. May 2018 laboratory lab sheets were reviewed for GW-59 data comparison. 2L groundwater violations noted: May 2018 GW-59: MW-5 (Fecal Coliform); MW-6 (Fecal Coliform); MW-7(R) (Nitrate); MW-8 (Nitrate), (TDS); MW- 4,5,6,7R,9 (pH below 6). These violations are addressed by the regional hydrogeologist. Flow meters were calibrated by Endress Hauser 11/7/18. All meters were within +/- 1% of original calibration. The Promag 50W meter was replaced with a Promag P300 on 10/31/18. Residuals are treated by VLS Recovery (receiving facility) and then landfilled. Robbie D. Wood & NuEarth, LLC hauls residuals. Hay from the spray field is baled and removed. The permittee purchased a new tractor, mower, baler, conditioner mower and tedder for spray field maintenance between 2017-2018.
