Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Highlands Falls
Community Association Sand Filter on 2/21/2019. This inspection was conducted to verify that the
facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No.
NC0059552. The findings and comments noted during this inspection are provided in the enclosed copy
of the inspection report entitled "Compliance Inspection Report".
The following items were noted during the inspection:
• The sand filter surface should remain clear of vegetation and debris.

Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection of the facility
on February 21, 2019. Gray Wilke, Brandon Buchanan, David Helms (Environmental Inc), and Roger
Baty and Chris Green (Highland Falls Facilities) were present at the time of the inspection. The ORC
reports that the system has never been observed to discharge due to very low usage rates.
The following items were noted during the inspection:
