This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0041696. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Complaint inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. The following deficiency(s) were noted during the inspection: Inspection Area Description of Deficiency Operations & Maintenance Aeration basin wastewater is splashing over sides in several locations. Aeration Basins Wastewater is not completely contained; it is splashing onto the adjacent ground. Remedial actions should have already been taken to correct this problem and prevent further occurrences in the future. To prevent further action, carefully review these deficiencies and address the causes of non-compliance to prevent the recurrence of similar situations. A complaint was received by DWR stating "spillage from the aeration basin overflows onto the ground when all aerators are in operation in basin #2". The March 2015 inspection also noted this ocurring. Valdese did put up some spalsh guards in response to that inspection. Wastewater was observed splashing beyond the aeration basins walls in several locations during this site visit. The previously installed splash guards also were no longer effective, as wastewater was apparent underneath and beyond the splash guards.
