Project Description: The North Carolina Department of Transportation (NCDOT) Division 5 intends to
replace Pipe No. 72 on SR 1703, Lucy Garrett Road, at the crossing of an unnamed tributary of the North
Flat River. No preliminary or functional design was available at the time of the request for archaeological
review, but an area of potential effects (APE) measuring 100 feet by 100 feet (30.48 meters by 30.48
meters) was suggested to accommodate such improvements as dewatering structures and rip-rap bank
stabilization. For the purposes of the archaeological review, this APE , which encompasses roughly .2
acre (slightly more than .08 hectare), was adopted.

Brief description of review activities, results of review, and conclusions:
The review of the site maps and files archived at the North Carolina Office of State Archaeology was
conducted on February 13, 2018. No previously recorded archaeological resources are located within the
proposed APE. A handful of sites have been recorded in this portion of Person County (i.e. 31PR94,
31PR96, 31PR105, 31PR114), but no sites have been recorded within .5-mile of the proposed project. An
examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB
GIS Service (http://,gis.ncdcr.gov/hpoweb/) reveals no recorded historic property locations within the
same .5-mile of the proposed project.
An examination of soils in Person County presented on the National Resources Conservation Service
Web Soil Survey (http://websoilsurvey.nres.usda.gov/a�p/WebSoilSurvey.aspx) indicates that only one
soil type falls within the delineated APE: Chewacla and Wehadkee soils, 0 to 2 percent slopes, frequently
flooded (ChA).
No further archaeological investigations are required for the project within the area established as the
current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the pipe replacement project, work should cease in that area and the NCDOT Archaeology Group
should be notified immediately.

Brief Explanation of why the available information provides a reliable basis for reasonablypredicting
that there are no unidentified historic properties in the APE:
It is important to note that prehistoric archaeological sites have been identified along the small tributaries
in this portion of Person County. Nevertheless, the APE as currently defined is very small and appears to
fall entirely within an area mapped as characterized by frequently flooded soils. This factor is
compounded by the high level of disturbance associated with the construction and maintenance of the
highway facility. It is very unlikely that any archaeological resources that could be considered to be
eligible for the National Register of Historic Places will be impacted by the project as currently proposed.
