I David Cheek certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II

The purpose of this cover letter is to outline the contents of this Public Sewer Permit
application package as well as to provide of a summary of the project to which is pertains. The
Townes at Oakwood Square is an 84 unit, townhouse development with an associated pool
which will require an estimated peak flow of 19,580 GPD for utility consumption. The project will
be entirely comprised of public, gravity sewer. In terms of public sewer, this project will be have
2210 LF of 8" PVC and 215 LF of 8" DIP. Within this submittal package you will find the
following items:

On February 14. 2011 , the Pretreatment, Emergency Response and Collection System (PERCS) Unit of
the Division of Water Quality received a flow reduction request for connections to the City of Mebane WWTP.
The letter requests an allowable flow rate of 80 gallons per day (gpd) per bedroom based on the evaluated data.
As daily WWTP data is not representative of the project area. the DN1R data from the City of Mebane
WWTP (NC0021474) from January 2009 through December 2009 «as evaluated to determine the peak sewage
month. The highest flow month was December 2009. Daily waste«ater flows were recorded downstream of
the Holly Ridge Subdivision during December 20M. This data was reviewed by PERCS and Regional Office
staff.
Based on the data. the Division hereby grants a reduction in floe to 80 gpd±bedroom (minimum of 160
gpd for 1 and 2 bedroom residences) for sewer extension permits issued tributary to the City of Mebane
WWTP.
Reaardless of the adjusted design daily wastewater flow rate. at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES vermit for the treatment facility or exceed the capacity of the
sewers downstream of anv new sewer extension or service connection(s).

Each townhome is on a single lot with a single %" water service and 4" sewer service. The services connect to proposed
public mains in the street that the city will own and maintain when completed and certified.

Please consider the attached flow reduction letter before changes are made to the permit application and FTSE
form. The City has been completing FTSE forms and sewer application extensions at 160 gpd for 1 and 2 bedroom
residences and 240 gpd for 3 bedroom residences since 2011.

Please consider the attached flow reduction letter before changes are made to the permit application and FTSE
form. The City has been completing FTSE forms and sewer application extensions at 160 gpd for 1 and 2 bedroom
residences and 240 gpd for 3 bedroom residences since 2011.

We are reviewing the subject application and need additional information.
Item VI.6 of the application notes a flow reduction has not been approved, however, item V1.7. shows a flow reduction
of 80 gpd/bedroom (160 gpd min.) has been incorporated into the calculated proposed flows. No flow reduction
approval letter was included with the application as required. Please email us a copy of the flow reduction approval
letter.
Please review the flow reduction approval letter carefully. If the approval letter is for single family residences,
townhomes may only be considered for the approved flow reduction if they each have their own service line for
utilities.
Please provide us a description of the utilities plan (or send us the plans) for the townhomes and state if each townhome
will have their own service lines for utilities.
If a flow reduction is approved for this project, we'll mark the 'yes' box under VI.b provided both of you give us
permission to do so to expedite the issuance of this permit.
