Project Description: NCDOT's Division 9 proposes to replace Bridge No. 459 on SR 2160 (Smith
Drive) over an Unnamed Tributary of Hamby Creek in Davidson County. Bridge No. 459 was built in
1964, and is considered to be structurally deficient and functionally obsolete; therefore, it has been
scheduled to be replaced. The Study Area for the project will be centered on the bridge and measure
about 100 feet wide (i.e. 50 feet from centerline) and about 264 feet from either end of the bridge.
Overall, the Study Area will encompass about 52,641 square feet (1.21 acres), inclusive of the existing
roadway and structure to be replaced.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
This project was accepted on Tuesday, May 9, 2017. A map review and site iile search was conducted at
the Office of State Archaeology (OSA) on Thursday, May 18, 2017. No archaeological surveys have
been conducted within the vicinity of Bridge No. 459, and no archaeological sites have been recorded
within one (1) mile of the proposed project. Digital copies of HPO's maps (Fair Grove Quadrangle) as
well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Friday, May 19,
2017. There are no known historic architectural resources located within or adjacent to the Study Area
for which intact archaeological deposits would be anticipated within the footprint of the proposed project.
In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial
photogaphs were utilized and inspected to gauge environmental factors that may have contributed to
historic or prehistoric settlement within the project limits, and to assess the level of modern, slope,
agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological
APE.
Brief Explanation of why the available information provides a reliable basis for reasonablypredicting
that there are no unidentified historic properties in the APE:
Although this is a State-funded project, a Federal permit will be required. Permanent and/or temporary
utility and/or drainage easements will be necessary as well as additional ROW. The size and shape of the
Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's existing 60-
foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e.
National Register-listed) archaeological resources located within the project's Study Area that would
require our attention. Based on the description of the proposed project, activities will take place beyond
the NCDOT's existing 60-foot ROW along SR 2160 (Smith Drive). From an environmental perspective,
the Study Area falls within a residential setting in the central part of North Carolina within the Piedmont

physiographic province. The Study Area is composed of two (2) soil types: Chewacla loam, 0-2% slopes,
frequently flooded (ChA) and Wedowee sandy loam, 8-15% slopes (WeD). The Study Area consists of
somewhat poarly drained soils (i.e. ChA) within the drainage itself as well as moderately sloping
topography (i.e. WeD) to either side. Preservation of intact archaeological resources would not be
anticipated under such environmental conditions. In addition, much of the Study Area has been disturbed
by the post-1950 development of the neighborhood. As per the Fair Grove Quad Map (USGS 1951),
Smith Avenue and the surrounding residences are not in existence. By the mid-1960s, the road and the
neighborhood have taken shape. In fact, a 1966 aerial of the project location reveals a great deal of
scouring along the banks of Hamby's Creek further lessening the potential far intact archaeological
deposits to be present. The Office of State Archaeology (OSA) has reviewed several projects within the
vicinity of Bridge No. 459 for environmental compliance, including utility improvements (ERs 83-7628,
84-0403, 96-7922, 97-7917, 04-2115), the construction of a bank (ER 84-7925), waste management (ER
14-0530), and transportation improvements (ER 99-8175 [TIP# B-3448]). Although most of these
projects did not require an archaeological survey, OSA did recommend surveys for those projects
impacting upland settings along Hamby's Creek, like the replacement of Bridge No. 166 on SR 2775 (see
Glover 2000 [OSA Biblio# 4583]). Fortunately, upland-like settings are not present within or adjacent to
the Study Area. Within five (5) miles of the Study Area, NCDOT's Archaeology Group has reviewed
only two (2) transportation-related projects (TIP# W-5601CF [PA 16-04-0020] and TIP# B-5783 [PA 16-
01-0060]) for environmental compliance under the Programmatic Agreement (PA) with the State Histaric
Preservation Office (NC-HPO), both of which were not recommended for survey, primarily based on the
highly disturbed nature of the project areas. As mentioned before, soil conditions (somewhat poorly
drained) and topography (moderately sloping) within the Study Area along with post-1950 development
would suggest a low probability for significant prehistaric and/ar historic archaeological materials to be
present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact and
significant archaeological resources. No archaeological survey is required for this project. If design
plans change or are made available prior to construction, then additional consultation regarding
archaeology will be required. At this time, no further archaeological work is recommended. If
archaeological materials are uncovered during project activities, then such resources will be dealt with
according to the procedures set forth far "unanticipated discoveries," to include notification of NCDOT's
Archaeology Group.
