This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0004243. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". The following items were noted during the inspection: A small accumulation of solid debris (tampons, rags, etc.) was observed on the weir teeth. This area should be cleaned regularly. • Install the fiberglass liner on the inner plate of Clarifier #1 as soon as conditions permit. • The ORC indicated he is nearing retirement; the mill should have a plan in place to train a qualified backup to become the new ORC. Phillip Pittman (ORC) was present at the time of the inspection. The facility appeared well maintained and operated at the time of the inspection, and in compliance with Permit NC0006564. The following items were noted during the inspection: A small accumulation of solid debris (tampons, rags, etc.) was observed on the weir teeth. This area should be cleaned regularly. ORC reports DO is maintained at approximately 2 mg/I in winter and 3.5 mg/I in summer. Standby Power Is automatically activated standby power available? Clarifier #1 has small holes in the inner plate that the mill indicates will be eliminated with a fiberglass liner installed in the spring. Clarifier #2 is currently not being used due to reduced flow from the mill. The ORC reports that the sweep arm not operable, but the clarifier can be operated with a submerged grinder pump.
