Arrington Bridge Phase I1 Bank Parcel Closure
Dear Mr. Breslow:
On November 1, 2017, the Division of Water Resources (DWR) released 100% of the remaining
nutrient offset and riparian buffer mitigation credits for the Arrington Bridge Phase II mitigation
bank. In April of 2013, a conservation easement was recorded between EBX Neuse 1, LLC
(EBX) as the Grantor and the North Carolina Wildlife Habitat Foundation, Inc (NCWHF) as the
Grantee for the subject mitigation site. On July 5, 2018, EBX provided Katie Merritt, with
DWR, updated nutrient offset and riparian buffer credit ledgers showing that all credits that had
been released have been sold or transferred and, therefore, showed zero credit balances. Ms.
Merritt performed an audit of all credit sales associated with this bank and concluded that all
sales were compliant as documented in correspondence dated January 25, 2019.
DWR determines Bank Parcel Closure when all the following have been achieved by the Bank:
1. Transfer or assign the conservation easement and all its interests, in perpetuity, to
a land trust or stewardship program
2. All five years of monitoring completed and all monitoring reports submitted and
approved by DWR
3. All credits have been released and debited and updated ledgers showing a zero
credit balance have been submitted and approved by DWR.
As of the date of this letter, the Arrington Bridge Phase II Mitigation Bank Parcel is closed.
