Project Description: NCDOT proposes to replace Bridge No. 178 over SR 1145 (Martin Luther King
Drive) over Brown's creek in Bladen County south of Elizabethtown. While this is a state funded project,
it will require a USACE permit. Therefore, this is a federal undertaking and Section 106 of the National
Historic Preservation Act applies for archaeological review.
NCDOT Division staff provided useful information regarding the project, including the general nature and
scale of the undertaking. While preliminary design was not available for this review, enough information
was provided to establish an archaeological Area of Potential Effects (APE). For purposes of this review
the APE is about 1000 feet long and 100 feet wide, centered on the bridge. This allows for multiple designs,
though a replace-in-place design on the same alignment is expected. An offsite detour is available, so no
on-site, temporary bridge impacts are expected. If required, only very limited new ROW would be
expected.
Much of the APE has already been modified by the construction of the existing SR 1145 and bridge.
Additionally, a lift station (waste water) has been installed immediately northwest of the bridge, suggestive
of major impacts from that installation and the associated utilities approaching parallel to the road and
bridge. The project area is surrounded by wooded vegetation, though with built-up, cleared margins
especially on the north, Elizabethtown side.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
USGS mapping (Elizabethtown South and Abbottsburg) and aerial photography was studied (see Figures 1
and 2). The surrounding topography is flat near the bridge, but rises outside of the APE. While not
designated as a swamp on USGS mapping, the surroundings appear low lying with broad, slow moving
water associated with Brown's Creek.
The soil present involves three nearly equal sized types. The northern soil is listed as Goldsboro-Urban
land complex (GdA, 0-3 percent slopes), a type often associated with earthmoving for roads, residential
and commercial developments and infrastrure. At the bridge, the low soil is identified as Johnston mucky
loam (JO, 0-2 percent slopes, very poorly drained, frequently flooded and is considered hydric). This soil
has a distance to water depth of about 0 inches, so is often wet and considered undesirable for many human
activities. The remaining soil type, Dystrochrepts steep (DyF, 8-70 percent slopes) rises out of the low
soils upwards towards the south and may be too steep for expecting most types of archaeological sites. For
this project, impacts appear to be contained to soils less likely to contain archaeological sites, and, due to
the transportation and utility construction, unlikely to be intact if encountered.

Virtual drive-by was available using Google maps. Standing water was observed alongside the roadway at
the time of the image capturing. No obvious cemeteries were observed during the virtual drive by, and the
USGS mapping shows no cemetery in proximity to the project. GIS-based cemetery data maintained by
NCDOT archaeologist, Paul J. Mohler, also shows no cemetery nearby.
The Office of State Archaeology was visited in August, 2017 to review archaeological mapping and to
reference any known archaeological surveys and sites. This helps establish an archaeological context for
comparison. There are no environmental reviews for archaeology within the APE, nor any archaeological
sites. However, nearby to the south was the location of a large scale archaeological survey far the NC 87
Bypass, known as TIP # R-522 (OSA ER 82-7304, Bibliography Nos. 1250 and 1282). Clusters of sites
(examples, 31B159-63, Bll24-140) were located along thatroute, generally identified on elevated landforms
though some overlook creeks or are on floodplains. While this indicates that a multitude and variety of
Native American and historic sites are present and abundant in the general vicinity, many were small sites
or isolated finds on elevated and level, well drained landforms, unlike the current project APE.
For this undertaking, the proposed bridge replacement of the existing transportation facility, Bridge No.
0178, the project footprint is expected to be very limited. The majority of the existing APE has been
modified for the current roadway, bridge and utilities. The surrounding soil is moist, poorly drained ground,
generally an undesirable feature for human activity. Several Native American and historic sites are present
in the nearby vicinity, but they are all some distance away from the bridge, and, importantly, generally on
other landforms. The small undertaking size, disturbances and soil types present within the APE suggest
low expectations for encountering newly discovered archaeological sites, especially any that may be intact
and significant. The project should be considered compliant with Section 106. No archaeological survey
is recommended for this undertaking as currently proposed.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The scale and nature of the project is limited to replacement of an existing bridge with a new structure at
the same location. The small footprint of construction through previously disturbed and otherwise poor
topographic setting for habitation are all contributing factors in the recommendation for no archaeological
survey. This federally permitted undertaking should be considered compliant with Section 106. Should
the scale or location of the replacement structure and approach change significantly, please inform the
Archaeology Group for further consideration.
