our pretreatment coordinator&reviewed by the POTW Director. If you have any

PAR Narrative for 01/01/2018-12/31/2018
General Program
The City of Morganton WWTP continues to upgrade the existing facility,with a conversion of the
existing EQ Basin to an aeration basin with four floating aerators. Other upgrades now include a
change from pure oxygen to diffused aeration,with the construction of two additional aeration
basins completed in the second half of 2018. Construction completed on a new building to house
turbo blowers and updated SBS feed system. Upgrades to secondary clarifiers and RAS pumping
station will begin this year. The old pure oxygen basin will be turned in to an EQ Basin after all tie-
ins completed.
Drought
The City of Morganton is no longer in any water restriction use.
General Permits
Leviton Southern Devices had a SIU drop request from our pretreatment program approved this
year.For they no longer discharge to the WWTP.Their permit was scheduled for renewal in 2020.
Case Farms had a Permit modification made to its permit for BOD and COD reporting limits from
concentration limits to mass limits.
Case Farms# 1098
Case Farms continues to be a valuable customer to the City of Morganton. Case Farms is in the
process of planning and implementing a flow equalization basin in order to improve their
pretreatment process. Case Farms had a permit modification this year to its BOD and COD limits
reporting from concentration limits to mass limits effective November 9,2018.The limits for BOD
is 8340 lbs and for COD is 33360 lbs. Case Farms had only 12 violations(BOD), in 2018, and are
very cooperative with the Pretreatment program.
.Leviton Southern Devices# 1182
Leviton Southern Devices had a permit drop and no longer discharges to the WWTP.
Seiren#4002
Seiren is one of the City of Morganton's larger water and wastewater customers. Seiren is very
cooperative with the City of Morganton's Pretreatment program. Seiren North America has an
excellent compliance record, and had no violations in 2018.
Overall View
Our local SIU industries seem to be able to remain steady. Support for the Pretreatment Program
among the other industries remains strong. The total number of NOV's issued to SIU's in 2018
was12,down from 18 in 2017. The City of Morganton wishes all of our local industries continued
success.
Other
Pretreatment Program Info Database updated where Mr. Kenny Fleming retired.Updated email for
Timothy Arney and added Waste Water plant superintendent information to list. The Historical
SNC Report was not received. The Allocation Table was updated in October 2018.
Waste Reduction in 2018
City of Morganton - Encourages and participates in the
recycling of plastics, glass, aluminum, newspaper and
corrugated cardboard at drop off sites in the City.
The City of Morganton also recycles printer cartridges and
provides a drop off box for mercury thermometers at City
Hall.
