HomeMy WebLinkAboutWQCS00137_NOV-2019-DV-0080 Response_20190219s �y99jfRE0`���� February 19, 2019 Clity of Southport Mr. Dean Hunkele NC Division of Water Quality 127 Cardinal Drive Extension Wilmington NC 28401 RE: Notice of Violation: NOV-2019-DV-080 Sanitary Sewer Overflows — October 2018 Collection Permit No. WQCS00137 Dear Mr. Hunkele: This letter serves as the City of Southport's response for the SSO that happened on October 1, 2018 in which 900 gallons of wastewater entered Cottage Creek. The City had an I & I study done in 1995 by McKim & Creed. The scope of work was to perform a physical inspection of each manhole in our River Road section of our sewer system which was installed in 1918. Areas of concern were repaired at that time. The City had an Inflow Study completed again in 1998 by WK Dickson in which all areas noted with heavy, medium, and light defects were repaired or replaced. In 2003 the City of Southport did a study with WK Dickson in which they TV and cleaned all of Southport sewer mains and completed a Preliminary Engineering Report of our wastewater system showing current wastewater system conditions. The City hired Porter Environmental in 2004 to do Closed Circuit Television inspection and cleaning of all sewer mains being looked at that year for rehab. At that time repairs were made of the areas in concern. In 2011 the City of Southport went into partnership with the Southeast Brunswick Sanitary District in a phased plan that would ultimately allow the City to generate wastewater up to 951,000 GPD to be routed to the SBSD plant for treatment. Phase One to be completed in September 2006. Phase Two of this plan was for the City of Southport to develop its effluent management site off Sunny Point Road, in which through the Clean Water Management Trust Fund (CWMTF) a $9,000,000 loan from Construction Grants & Loans (CG&L) and City matching funds in which the City bought 400 acres for this plant. The City hired WK Dickson to oversee the Phase One Enhancement project where the City was replacing 460 ft of 8 inch gravity sewer and built a 470 GPM lift statin with dual pumps and a 150 KW Generator and new SCADA system; replaced 360 ft. of 10 inch sewer main; 4160 ft. of 8 inch; replacement of 11 manholes; rehabilitation of 5,900 linear feet of gravity sewer; rehab 50 manholes. After this phase was completed the City changed partnership with SBSD. Phase Two of the Enhancement Project was started with a new partnership with Brunswick County where the City of Southport would build a lift station on Sandy Lane and pump up to 750,000 GPD if needed to their Gray Water Road Treatment Plant. The City of Southport is at this time in contract with WK Dickson and Brunswick County through a loan to upgrade their Shallotte Treatment plant for the sum of $26,000,000 to allow us treatment at their Gray Water Plant.
