We began this meeting discussing a temporary bridge on the north side and by the time
we were done the discussion shifted to a new alignment to the north while maintaining
traffic on the existing bridge during construction. Some suggested the reason you would
prefer the new alignment as it would afford more opportunities to rebuild the southern
bridge within the footprint of the old northern bridge. There seemed to be some
concern over the use of a no longer utilized railway corridor.
I will say that if the new permanent bridge impacts greater than a couple tenths of
wetland the Department will need to justify why the temporary bridge cannot be used.
The permit process for impacts requires avoidance and minimization before any
mitigation discussion. The Department would have to justify the new alignment and
show why the temporary bridge, which should minimize wetland impacts, is not a
practicable alternative.
I just wanted to get that on the record so there are no surprises moving forward during
the permit process.
I hope this makes sense and if not please advise and I can try to clarify further.
