Dear Mr. Pressley:
I conducted an inspection of the DeBruhl (Beetree) WTP on 1/23/2019 in follow up to small release at the
subject facility. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NCO056961 and for Technical Assistance. The
findings and comments noted during this visit are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".

On 1/22/2019 (3:15 pm) Ronnie Pressley contacted Linda Wiggs regarding a small release of caustic
to the lagoon #1. He stated they were monitoring the lagoon every 30 minutes; the pH was stable 7.2.
Linda Wiggs went to the site on 1/23/2019. Plumbing on the small receiving tank in the building had a
leak while being worked on; workers immediately remediate the release. There is a floor drain in this
area that does not have a valve, so the small release of caustic ultimately flowed to the lagoon.
We discussed spill prevention and response options for this area. There is a spill kit onsite. We
discussed the use of this and possibly purchasing another. Ideally the floor drain would have a valve
that workers could safely close and the containment would be sufficeint.
The spill plan was reviewed. We discussed updating the spill plan, continuing training and possibly
adding mock scenarios for improved training. Since some of the outside large chemical storage tank
containments structures drain to the adjacent creek and not the lagoon a sufficient spill plan needs to
be in place. Ideally these containment structures would not drain to the creek but to the lagoon.
The drain valve from these containment structures has ceased closed and is scheduled for
maintenance work this spring. Can this drain pipe be replumbed during this work, can the valve be
upgraded during this work, what is the response plan in case a spill occurs during this work.
If containment structures continues to drain to the creek then each time the structure is drained as
needed due to rain water accumulation it is imperative that the water be evaluated and documented
prior to discharge.
