They were not in SNC either period. Please see corrected page enclosed. General Permit Information: • No name changes or dropped SIU permits in 2018 • Charleston Forge IUP#0004—Expires December 31,2021 • Hospitality Mints,LLC IUP#0003 -Expires May 31,2023 • Winkler Knives,Inc,NSCIU certification submitted under separate cover SIU INFORMATION,listed alphabetically: Charleston Forge IUP#0004,40CFR433.17 SNC INFORMATION: NONE ORDERS AND SCHEDULE INFORMATION: NONE A TO C INFORMATION: NONE MISSING DATA INFORMATION: ■ Batch discharger, but some overflow is possible. Flow meter is read every production day and recorded. Zero flow recorded on production days is included in calculated averages. id? P.O. DRAWER 192 • BOONE, NORTH CAROLINA 28607 A.c.ci.ao... MISCELLANEOUS INFORMATION: NONE Hospitality Mints,LLC IUP#0003,Candy Maker SNC INFORMATION: ■ Hospitality Mints was in SNC January-June 2018 for violation of permit conditions-Duty to Mitigate and Facilities Operation. ■ Notice from another department about corrosion of some equipment that had been left in the sewer overnight downstream from Hospitality Mints' discharge was received. The pH at Pipe#002 was found to be outside of the permit limit and other wastestreams in the area were within SUO requirements. The industry had been aware of the low pH of its discharge at Pipe#001 that morning, but did not attempt to mitigate until our arrival in the afternoon. • The email alert system did not send an email in response to the low pH because the settings had been changed to reduce the number of emails it sent, and because the timer resets when wi-fi connection between buildings is lost. • In addition, the pH measurement of the in-line meter was compared to the pH measurements of the industry's and the Town's handheld meters. The difference in the measurement of the in-line meter was enough that formerly compliant looking data, was questionable. • In response, the permit was modified to include,at both pipes, an instantaneous pH limit of 5.00 and a daily maximum lower limit of 6.0 with excursions allowed to the instantaneous limit for no more than 15 minutes; and it also required monthly reporting of new, daily process control activity to ensure that the in-line meter is measuring properly. • A civil penalty of$700 was assessed for the pretreatment permit 'violations. Further assessment was forwarded to the Public Works Department for any damages or repair needed attributable to the discharge. • The system has been running much better since then, except for start-up after the weekend. They were issued a temporary ATC in January 2019 for their proposition to correct the issue. See below. ORDERS AND SCHEDULE INFORMATION: NONE A TO C INFORMATION: • Installation of valve to keep flow moving through the pretreatment system during plant shutdown period • A to C date: 1/17/19 for temporary installation to test • Construction began and finished 1/17/19 • First sampling event resulted in compliant, but wide pH fluctuations, so the industry moved caustic soda discharge tubing to inlet side of mixing tank and installed a valve much closer to the end of the tubing, so that the amount of caustic delivered is more controlled, which helped to narrow the fluctuations some. The first sampling result also resulted in a BOD limit violation,so the industry is going to do more sampling to see if it was an anomaly or a result of the change in flow. The Town is exploring permitting options regarding BOD limit. MISSING DATA INFORMATION: • Flow is not monitored on Saturdays and sometimes Fridays because the SIU discharges only domestic wastewater. Instead of recording the flow on non-production days, they include a statement indicating whether there was"no discharge"or"domestic flow only"on applicable days. • Flow data that was erroneous due to back-up in the collection system was removed from the IDSF.
