Division of Water Resources 15A NCAC 02T .0300 — FAST TRACK SEWER SYSTEM EXTENSION APPLICATION Division of Water Resources INSTRUCTIONS FOR FORi1I: FTA 0 4-16 & SUPPORTING DOCUMENTATION This application is for sewer extensions involving gravity severs, pump stations and force mains, or any combination that has been certified by a professional engineer and the applicant that the project meets the requirements of 15A NCAC 02T and the Division's Minimum Design Criteria and that plans, specifications and supporting documents have been prepared in accordance with, 15A NCAC 02T, 15A NCAC 021' .0300, Division Policies and ood en ineerin ractices. While no upfront engineering design documents are required for submittal, in accordance with 15A NCAC 0?T .0305(b), design documents must be prepared prior to submittal of a fast track permit application to the Division. This would include plans, design calculations, and project specifications referenced in 15A NCAC 02T .0305 and the applicable minimum design criteria. These documents shall be available upon request by the Division. Projects that are deemed permitted (do not require a permit from the Division) are explained in 15A NCAC 02T,0303. Projects not eligible for review via the fast track process (must be submitted for full technical review): Projects that require an environmental assessment in accordance with 15A NCAC 1C .0100; Projects that do not meet any pan of the minimum design criteria (MDC) document; Projects that involve a variance from the requirements of 15A NCAC 21'. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested additional information. Failure to submit all required items will necessitate additional processing and review time, and may result in return of the application. Unless otherwise noted, the Applicant shall submit one original and one copy of the application and supporting documentation. A. Signature: Date: 119116 FORM: FTA 04-16 Page 5 of DESIGN NARRATIVE 1.0 PROJECT AND SITE DESCIPRTION The purpose of the CLLC Pump Station & Force Main Improvements and Suttles Road Reclaim Water Extension project is to lay approximately 7,320 LF of 8 inch PVC reclaimed water line and approximately 9,225 LF of 12 inch DIP force main starting at the Carolina Living Learning Center in the Town of Pittsboro, NC., and extending south along the Suttles Road (SR 1809) right-of-way. Additionally, there will be interim upgrades to the existing Carolina Living Learning Center (CLLC) pump station that sits north of Russet Run (SR 1658), east of US-15-501. The majority of the site is located along Suttles Road, south of Grant Drive, staying within the eastern part of Suttles Road's right-of-way. The total project has approximately 5.74 acres of disturbed area. All lines and the pump station will be owned and maintained by the Town of Pittsboro. The alignment of the proposed reclaim line runs along the northern side of Suttles Road inside existing NCDOT Right -of -Way. The proposed force main for the project exits the existing pump station and runs under Russet Run (SR 1658) down to Suttles where it parallels the reclaim line for the remainder of the project. At the termination of these lines, the force main will connect to a gravity sewer (proposed by others) and the reclaim line will connect to the existing reclaim line that leads to the existing 3000,000 gallon water tank. All reclaim lines will remain dry until this potable water tank is converted to a reclaim tank. 2.0 MISTING SYSTEM The CLLC pump station is currently a 200-gallon per minute pump station with duplex pumps, on -site high water alarms, basket screen, order control system, and an automatic stand by generator. The existing permit for the pump station was filed in 2001 under permit no. WQ0010602 and it discharges flow through an existing 6-inch ductile iron force main downstream to the Town of Pittsboro Wastewater Treatment Facility (NPDES permit No. NC0020354) 3.0 PROPOSED IMPROVEMENTS The following is a summary of improvements proposed for the Eno River Lift Station: • Replace the existing 25 HP Pumps with (2) two new 50 HP Motors and 600 gpm pumps increasing the pumping capacity up from 200 gpm. Please keep in mind that a modified permit will rescind and replace the old permit of the same number. So this new application should everything in the old permit that will not be replaced, plus any new Iines or lines will replace old lines. The reason I bring this up is because the new application states that it is for 9,225 if of 12" Forcemain. But the older version of the permit (4/11/01) has 28 IF of 8" gravity line, 2,760 LF of 3" Forcemain, 3,795 LF of 6" FM, and 1,740 If of 6' FM. Will the new 12" FM replace all of this? Or only some, while some it stays in operation? Response: The 9,225 LF of 12" force main included in the application is new to the sanitary sewer system and not intended to replace any of the exsisting infrastructure. All of the exsisting verbage in the exsisting permit, dated 4/11/01, for 281F of 8" gravity line, 2,760 LF of 3" Forcemain, 3,795 LF of 6" FM, and 1,7401f of 6' FM should remain. A map is attached for further clarification. 2. Also, the old permit is for 27,000 gpd and mentions 1,000 students. The new permit states it's for 140,000 GPD. Section Vi.7 says to "see attached letter" for an explanation of the 140,000 GPD, but I don't see where it explains where the 140,000 came from. This newly issued permit should only cover the 27,000 GPD that were in the initial permit, plus any new connections that are being added as part of the other project. Response: The 140,000 GPD projection was based on hydraulic modeling done for the future development of this area at the time of the original submittal appIication. Since then, additional modeling has been done that projects the sewer flow for the basin as 285,400 GPD. This number is reflected in the Master Plan that has been provided to the Town of Pittsboro for planning purposes. Excerpts from the report are attached and the area that pertains to this project is refered to as Section 7.1 under "Regional Center". Since the 285,400 GPD figure is future predicted flow, until development of the surrounding area has occurred, flows from Northwood High School will be redirected to the CLLC Pump Station for start up purposes and then returned to it's original configuration once the pump station begins receiving flows large enough to keep it running. vl MCK M&CREED 3. With this interim upgrade, the firm capacity will be 345,600 GPD (ADF). Ultimately, a larger wastewater pump station may be required further downstream to serve other proposed development and the drainage basin. The timing and sizing of this future station will depend on the actual wastewater flows generated verses permitted flows and the phasing of the various developments within the service area. Chatham Park Investors LLC (Preston Development), as part of their utility master planning, will be required to provide for the collection and conveyance of the wastewater generated for the various developments within this service area based on the future ultimate wastewater needs.. The Mosaic and Northwood MUPD projects have a total projected permitted flow of 285,600 GPD (ADF) and projected actual flow of approximately 214,000 GPD (ADF) based on information provided by the engineering firm, CE Group. Furthermore, these two projects are currently planned to develop over a 5-year period from 2020 to 2024 (see attachment from CE Group). In Item ##1 below, the new application still does not include the 5,535 LF of existing 5" FM that was in the original permit. Is the 6" being abandoned? Or should it be included in the new permit? Please see Item #i2 in the email below regarding proposed flow. The new application still proposes a flow of 285,000 GPD, but it doesn't seem like this pump station upgrade is actually adding any new flow to the system. The original permit has 27,000 GPD in it. The applications states 285,000 GPD came from modeling of future development. Typically, the flow from future development will be included in the sewer extension permits that will be issued for the new development (like when a new neighborhood is built and a sewer extension application is submitted for that neighborhood, the flow for that neighborhood will be included in that permit). From what I can tell, no new flow is actually associated with this pump station/FM upgrade, so 1 think the permit should be issued for the same flow that was in the original permit (27,000 GPD). ------------ Jason T. We apologize for the difficultly in this, we're certainly not trying to make it harder than it has to be, but this modification application is considerably more difficult than what we typically receive.. We've reviewed your responses and have the following comments: 1. Section VI1.1 and VI1.5 of the permit (Lengths of Line): Based on your comment, all of the lines in the old permit will continue to be used, and an additional 9,225 LF of 12" FM will be added. Therefore, the new permit will have: • 28 LF of 8" gravity • 2,760 LF of 3" FM • 3,795+1,740 (Total = 5,535) LF of 6" FM • 9,225 LF of 12" FM Please confirm that this is correct. This will all be included in the new permit that is issued (because it will rescind older versions of the permit). (all of this should have been included in the application) 2. Section V1.7 of the permit (flows). Your comment states that after modeling, it's predicted that 285,400 GPp will be routed through this pump station. However, that is based on projected future growth. I assume that that future growth (neighborhoods, strip malls, industrial areas) will have additional sewer infrastructure built to carry the wastewater to this pump station. And permits will need to be obtained for that new infrastructure. Typically the flow for each new development (subdivision, strip mall, etc.) would be included in the permit for that new infrastructure. So I'm wondering if the permit we're currently preparing should only include the flow that was originally associated with it (27,000 GPp), and all of the future flow will be included in future permits for that infrastructure. We may need to discuss this over the phone. 3. Section VIII1-4 (pump stations): As I mentioned in my email on January 814, the old permit included two pump stations (60 gpm and 200 gpm). Therefore, unless one of the pump stations is being abandoned, the new permit (and the application) should include two pump stations. I assume the upgrades are being made to the 200 gpm pump station? So is the 60 gpm PS remaining in operation unchanged? Or is it being abandoned? Please provide written answers to these questions. it can simply be a brief response to this email. First, the following questions/comments need to be addressed (these are only in reference to the CLLC PS & FM application, and not the Chatham Park DWRRF application we received on the same day). 1. Section IX.S is checked "no". Please explain. 2. In Section X.2., the P.E.'s name should be printed in the blank, and the P.E.'s signature and date should be printed on or near the actual seal. I think this is a NCBELS requirement. Also, on this sheet, the permittees name should be printed in the first blank in U. After we get the other issues straightened out, an new application should be submitted with these items addressed. 3. As 1 mentioned in my December 11 email below, when a modified permit is issued, it rescinds the older versions of the permit. So the application should include everything that is in the old permit that will remain in operation, everything new that is being added, and remove anything in the old permit that will be taken out of operation (please see my Dec 11 email for more detail) a. This not only applies to lengths of line, but to pump stations. The old permit included 2 pump stations. The new application only describes 1 pump station. Will one of the two pump stations in the old permit be abandoned? If not, the new application should include two pump stations. 4. The old permit is called "North Woods High School & Carolina Living & Learning Center". Should the new permit, that will rescind the old permit, keep the same name? Or should it be named something else? S. Section 3.0 of the narrative call this "improvements proposed for the Eno River Lift Station". 6. The old permit was for 27,000 GPD. This appears to be for the North Woods HS and the Carolina Living and Learning Center. The new application is for 140,000. There is a document that explains how the 140,00 was calculated (369 apts @ 200 gal/unit; 600 seat theatre @ 5 gal/seat a. What design flowrates are used? It does not appear to be from 02T .0114(f). b. How was it determined that using low flow fixtures would reduce the flow by 15%? c. Does the 140,000 include the 27,000 that was in the older permit? Please keep in mind that a modified permit will rescind and replace the old permit of the same number. So this new application should everything in the old permit that will not be replaced, plus any new lines or lines will replace old lines. The reason I bring this up is because the new application states that it is for 9,225 If of 12" Forcemain. But the older version of the permit (4/11/01) has 281F of 8" gravity line, 2,760 LF of 3" Forcemain, 3,795 LF of 6" FM, and 1,740 If of 6' FM. Will the new 12" FM replace all of this? Or only some, while some it stays in operation? Also, the old permit is for 27,000 gpd and mentions 1,000 students. The new permit states it's for 140,000 GPD. Section Vi.7 says to "see attached letter" for an explanation of the 140,000 GPD, but I don't see where it explains where the 140,000 came from. This newly issued permit should only cover the 27,000 GPD that were in the initial permit, plus any new connections that are being added as part of the other project. • The permit states that this project is called the "CLLC Pump Station and FM Improvements..." but Section 3.0 of the narrative call this "improvements proposed for the Frio River Lift Station". And the old permit was called "North Woods High School, Carolina living & Learning Center". What should we call this project for the purposes of the sewer extension permit that will be issued for it?
