Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Several ditches transect the property and one vvetland pocket is located in the northcentral part of the site. The site was logged in 2006. The majority of the tract currently supports young loblolly pine with mixed hardwoods of sweetgum and red maple. The 404 wetlands supports mostly hardwoods of red maple, svveetgum, and tupelo vuith very poorly drained soils. Adjacent land use is undeveloped and forested to the west, residential to the north, and agricultural and/or residential to the east and south. 4b. Explain the purpose of the proposed project:* The purpose of the project is to construct a single-family residential subdivision within this portion of Morehead City. Jurisdictional ditch and wetland impacts are needed to provide access to uplands within the site and to reroute site drainage in order to minimize potential flooding. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* This project includes the construction of a single-family residential subdivision with 80 lots, access ways (50' ROW), amenities, and utilities. The road will contain 27' -wide lanes, curb and gutter, and a 3:1 fill slope. Additionally, culverts will be installed to maintain hydrologic flow as needed. The culverts will be sized to maintain hydrologic connectivity. Sewer and water lines will be located within the corridor. Additionally, the project is required to provide a center turn lane on N. 20th Street (Impact #1). The widening is a near -side widening with approArnately 11' of pavement and 30" of curb and gutter. Open Water Impacts #2, 4, and 6 are needed for site grading and to direct stormwater into the stormwater system. The roadways will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Utilities and stormwater facilities will be installed. The homes will then be constructed. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 4j. Please upload project drawings for the proposed project. The majority of wetlands were avoided and placed in a common area. Road widths were minimized as much as practicable. The Atlantic sturgeon and West Indian manatee are known to occur within a one -mile radius of the site, likely within Crab Pointe Bay and/or the Newport River. Additionally, the northern long- eared bat is known to occur within Carteret County. Some forested areas will be cut on site, which could affect roosting habitat of the bat. However, this species is a habitat generalist and the clearing is not expected to adversely affect this species. No blasting or other percussive activities Will occur as a result of the development.
