Dear Mr. Davidson:
Aqua North Carolina, Inc. (Aqua) offers the following response to the above -referenced Notice of
Violation and Intent to Issue Civil Penalty, which was issued for violations that occurred in July
2017.
Aqua's Response:
For the monitoring violation, the ORC has corrected the missing flow data and filed a
revised DMR. For the limit exceedance violation for fecal, the ORC has been using Calcium
Hypochlorite/Bio Sanitizer as the disinfection method. Review of the residuals shows the
levels on the days preceding his samples to be below 2.0 mg/L. This plant has relatively low
flow but during the summer months the temperatures and flow increased and should have
been treated with a higher chlorine dose. The ORC was also pulling his sample immediately
following the chlorine tablet feeder which wasn't allowing sufficient contact time. This
issue was addressed as of this response.
