Dear Linda,
This letter is in response to the Notice of Deficiency (NOD-2018-PC-0327 dated November 28,
2018) that was issued following the inspection on November 7, 2018. TE Connectivity acknowledges
that this response is being submitted past the 30-day requirement. This delay is due to an administrative
oversight and should not be construed as a lack of concern over the need to address the issues
identified in the Notice. Actions that were taken immediately after the inspection ensured that the plant
was fully compliant.
We have reviewed all the findings from your inspection and either have already corrected them or
have a plan to address as follows:
Inspection Area Description of Deficiency
Operations & Maintenance Influent overflowed/splashed over plant. Plant is high in solids
Action: A temporary splash guard was added to prevent overflows.
We use routine reminders and posted notices to prevent the
introduction of paper towels and other non -soluble material that
clog the bar grate causing the overflow condition. Daily cleaning
of the bar grate area will also continue. Plant solids were pumped
on November 13,- 2018 and again on January 10, 2019 by James
and James. We will continue to monitor and pump solids as
needed to keep the plant levels as low as possible. We will
engage a wastewater engineer to review the facility design and
operation. ECD: June 2019.
Secondary Clarifier The blankets in the clarifier were too high at 7' and 8' of 10' water
depth. Solids need to be removed. Plant needs to be able to
waste solids.
Action: Solids have been removed via pumping and we will continue to
monitor and pump the solids by our plant operator, James and
James. We will engage a wastewater engineer to review the
facility design and operation to ensure adequate solid wasting.

Inspection Area Description of Deficiency
Bar Screens The bar screen had excessive debris allowing influent to spill out
of plant onto adjacent ground.
Action: As a temporary measure to alleviate the overflow, the bar grate
has been altered by removing one of the bars to allow more pass
through. We will engage a wastewater engineer to review the
facility design and operation to determine a permanent solution.
ECD: June 2019.
Effluent Pipe The streambank at the domestic wastewater effluent pipe (#1)
has eroded from recent storms and compromised the effluent
pipe and its structure.
Action: Plan is to cut off the cement support structure at the end of the
pipe since reinforcement of the streambank is not allowed. This
repair work is out for quote. ECD: June 2019.
In addition, the following issues was identified during the inspection:
Compliance Issues: Unknown Plumbing: The WWTP appears to possibly have plumbing
for wasting solids (WAS). There is also an unknown pipe in the
chlorine contact chamber. This possible WAS plumbing and the
unknown pipe in the chlorine contact chamber need to be assessed
and verified.
Action: The plumbing in question has been inspected by our WWTP operator
and we were unable to identify the purpose of this piping. This piping
is not currently being used to process any liquid or waste in the
WWTP. We will engage a wastewater engineer to identify this piping.
