Ron Boone of the Winston-Salem"Regional Office of the NC Division of Water Resources(DWR othe
Division) conducted a compliance evaluation inspection (CEI) of the Town of Haw River's wastewater
collection system (WWCS) on January 31, 2019. The assistance and cooperation of Glen Tufts, Operator in
Responsible Charge (ORC), Jody Jarrett, Backup ORC, Robert Brewer, and you, was greatly appreciated.
A detailed inspection checklist is attached for your records and inspection highlights are summarized below.
No significant permit condition violations were noted during the inspection. However, Mr. Boone did
note the following minor discrepancies:
1. The town's wastewater collection system capital improvement plan (CIP) needs a narrative section that
includes a goal statement and descriptions of the project areas and existing facilities for each project.
2. The town should place a copy of the pump station contingency plan at each pump station.
3. The town should list SSOs that occurred throughout each year in the annual report.
4. The outlet of the Back Creek siphon should be checked on a regular basis, i.e. at least every six-month
period of time, as the permit requires of high priority lines. The inlet, at the Back Creek dosing box, has
been being checked regularly, but not the outlet.
Although not considered severe in nature, the above-listed discrepancies still technically represent
violations of the collection system permit and should be corrected as soon as possible.
Mr. Boone has conveyed to me that he thinks the town's collection system management program is
very good and needs little improvement.As we are aware that these conditions can change quickly, please
remain vigilant in properly managing the program to comply with all permit conditions.
