The accompanied Fast -Track Application (FTA 04-16) includes 3,617 lineal
feet of 8" PVC and 210 lineal feet of 8" DIP gravity sanitary sewer for the
proposed Page Square Townhomes development located on Smallwood Drive
west of the intersection of Smallwood Drive and Page Road in Durham, NC.
The sewer system will be a public system owned and operated by Durham
County. The project will consist of 129 townhome units. The total
wastewater Flow generated by this project is 46,440 GPD. The anticipated
date for installation completion for the sanitary sewer system associated with
the Page Square project is in Spring/Summer 2019. The anticipated date for
I5' effluent discharge (certificate of occupancy) from the project is September
/ October 2019.

III. Certification Statement:
I Stephanie Brixey certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
form indicates acceptance of this wastewater flow.

PLANNING ASSESSMENT ADDENDUM (PAA)
Submit a planning assessment addendum for each pump station listed in Section II where Available
Capacity is < 0.

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
27.0 % and 0.383 MGD of the Available Capacity (E) in Pump Station
Stirrup lion Creek ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.10 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
IFB 18-029: Stirrup Iron Creek Lift Station is in design or under construction with
Capacity Improvements W 0039913)
planned completion in May 2019 ; and/or

concerning two pump failures at the station. The current firm capacity is based upon the
160 hp by2ass pump bein in operation with the 70 hp pump.
Notice to Proceed issued to Carolina Civil Works on January 7, 2019. Substantial
completion required by September 29, 2019.
Once the capital project is completed, the firm capacity will be 6.5 MGD.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the
system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.

Jason,
I do not have a firm date yet on the 200 HP pumps. The bids are due on 6/28. The contractor will have 240 days from the
notice to proceed to reach substantial completion. So, we are looking at 8 —10 months out before the two additional
pumps are installed and operational. The pumps have a lead time of about 6 months.
As for the timeline with the upcoming projects, I'm unsure I will have to check with the developers. I'll make sure to
include a letter outlining the situation for all sewer extension permits tributary to the Stirrup Iron Pump Station.

Hi Kyle,
Yes, the Firm Capacity should be the pump capacity with the largest pump out of service, including the bypass pump.
And whether the available capacity is positive or negative on the FTSE, the "Planning Assessment Addendum" on the
FTSE should be completed since this situation is in in flux. The situation should also be mentioned in the narrative for
the project.
Do you know when the two additional 200 HP pump be installed? Would it be before a newly permitted project would
be built and be put into service?

Jason,
I was curious on how to handle FTSE permitting associated with Stirrup Iron Pump Station going forward as the number
and type of pumps have changed due to the failure of both 200 HP pumps -
In a week or two, we will receive one of the 200 HP pumps back from the repair shop. The other 200 HP pump is not
repairable. After the 200 HP pump is reinstalled, we will have keep an additional submersible bypass pump onsite to
maintain redundancy. Based on drawdowns, the submersible bypass pump pumps at a rate less than the 200 HP pump
(I'm waiting to get a confirmed number from our maintenance staff).
Would the Firm Capacity be the capacity with the largest pump out of service? Is this ok even with the bypass pump?
In the event it shows that we have negative capacity at the station, will it be ok to submit FTSE applications showing the
negative number as we are in the process of adding two additional 200 HP pumps (WQ0039913)? i.e. Will they be
approved, even if conditional?

I do not have a firm date yet on the 200 HP pumps. The bids are due on 6/28. The contractor will have 240
days from the notice to proceed to reach substantial completion. So, we are looking at 8 —10 months out
before the two additional pumps are installed and operational. The pumps have a lead time of about 6
months.
As for the timeline with the upcoming projects, I'm unsure. I will have to check with the developers. I'll make
sure to include a letter outlining the situation for all sewer extension permits tributary to the Stirrup Iron
Pump Station.

Yes, the Firm Capacity should be the pump capacity with the largest pump out of service, including the bypass
pump.
And whether the available capacity is positive or negative on the FTSE, the "Planning Assessment Addendum"
on the FTSE should be completed since this situation is in in flux. The situation should also be mentioned in
the narrative for the project.
Do you know when the two additional 200 HP pump be installed? Would it be before a newly permitted
project would be built and be put into service?

Jason,
1 was curious on how to handle USE permitting associated with Stirrup Iron Pump Station going forward as the
number and type of pumps have changed due to the failure of both 200 HP pumps.
In a week or two, we will receive one of the 200 HP pumps back from the repair shop. The other 200 HP pump
is not repairable. After the 200 HP pump is reinstalled, we will have keep an additional submersible bypass
pump onsite to maintain redundancy. Based on drawdowns, the submersible bypass pump pumps at a rate
less than the 200 HP pump (I'm waiting to get a confirmed number from our maintenance staff).
Would the Firm Capacity be the capacity with the largest pump out of service? Is this ok even with the bypass
pump?
In the event it shows that we have negative capacity at the station, will it be ok to submit FTSE applications
showing the negative number as we are in the process of adding two additional 200 HP pumps (WQO039913)?
i.e. Will they be approved, even if conditional?

and are to substantially complete the work within 270 calendar days. Accordingly, the Substantial
Completion date is Sentember 29, 2019.
Failure to complete the work within the designated time periods will result in the assessment of
liquidated damages in the amount of five hundred dollars ($500.00) per calendar day for each and
every day the work is incomplete past the date of Substantial Completion.
