The North Carolina Division of Water Resources conducted an inspection of the Sea Isle Plantation North
WWTP on 1/08/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0013027. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
A compliance inspection of the Sea Isle Plantation WWTF was conducted on 01-08-2019. The ORC, RC Howard, Dan Fortin
and several other staff members of Fortin Contract Service were present during the inspection.This was a routine inspection
and a technical assistance visit by Tom Tharrington.
This facility treats wastewater from a STEP collection system.The influent is not a typical waste stream due to the septic
tanks and the seasonal residential occupancy. Sporatic violations and three civil penalties have been issued for
exceedances of monthly total nitrogen limits since 2016, mostly due to high TKN. Staff have been in contact with the
Wilmington Regional Office(WIRO)and has had some technical assistance from Tom Tharrington, but the cause for the
high TKN has not been found. During the inspection, samples were collected at various locations of treatment for a nutrient
mass balance.Additional sampling will be conducted in the near future and Tom will communicate with ORC with findings.
The facility and the high-rate infiltration fields were well maintained. Only one train was in operation due to seasonal low
flows.The generator was not powering the plant when in operation,and a call for repair was made the day of the inspection.
Please inform WIRO when service is performed and the unit is operational.
The effluent composite sample is collected based on time instead of flow proportional due to low flow volumes.After a
discussion within the WIRO staff,time based collection for the composite sample will be allowed at this time.
