W00021828 MASON FARM WASTEWATER TREATMENT PLANT ORANGE WATER & SEWER AUTHORITY - CHAPEL HILL, NC The Orange Water and Sewer Authority (OWASA) owns and operates the Mason Farm Wastewater Treatment Plant located in Chapel Hill, North Carolina (NC). This facility serves the Chapel Hill, Carrboro communities including the University of North Carolina at Chapel Hill; all of which are located in southeastern Orange County. The plant discharge is regulated by NPDES Permit NC0025241. The Class A land application program is regulated by Non - Discharge (Permit No. W00021828) issued by the State of North Carolina Department of Environmental Quality - Division of Water Resources. This report documents that the biosolids generated during calendar year 2018 are in compliance with 40 CFR Part 503 Federal Regulations, 15A NCAC 2T rules. All biosolids produced during the 2018 calendar year were of Class A quality, therefore no Class B was land applied. The four anaerobic digestion tanks provide approximately 1,800,000 gallons of digestion capacity and are operated in series. Normally the first three anaerobic digesters are maintained in the thermophilic temperature range, in excess of 125OF and the fourth anaerobic digester is operated in the mesophilic temperature range, less then 1150 Fahrenheit. Forthe 2018 calendar year, the average temperature and time for biosolids processed through the Class A thermophilic process was 138.50 F and 22 hours. The digester operation -temperatures, recirculation and mixing rates are monitored continuously; in addition to gas production. Process control testing (VA/ALK ratios, pH and alkalinity, etc.) is checked routinely. Transfers into and out of the various digester tanks are monitored and recorded. The Mason Farm Wastewater Treatment Plant anaerobic digestion operating conditions have been carefully monitored for the period of January 1, 2018 through December 31, 2018. The review confirms the following: Average daily wastewater flow 8.044 MGD Average daily dry tons biosol ids recycled 3.7 Dry Tons Average volatile solids reduction thru anaerobic digestion 62% Average anaerobic (total) digestion time 48 Days FECAL COLIFORM JAN -FEB MAR -APR MAY -JUN JUL-AUG SEP -OCT NOV-DEC Class A max 109 120 100 98 103 I 106 Class A avg 73 107 93 76 24 70 PARAMETER JAN -FEB MAR -APR MAY -JUN JUL-AUG SEP -OCT NOV-DEC Percent Solids 1%) 2.32 2.51 2.30 2.61 2.40 2.50 Arsenic (As) <2.16 <1.99 <2.17 2.06 2.7 3.5 Cadmium (Cd) 1.33 1.04 1.1 0.648 0.908 1.23 Copper(Cu) 273 266 296 254 333 419 Lead (Pb) 3.92 4.42 4.33 9.31 4.66 8.34 Mercury(Hg) 2.01 0.785 0.813 0.563 0.538 0.252 Molybdenum (Mo) 6.43 7.13 8.53 5.03 5.74 7.17 Nickel (Ni) 13.9 12.6 19.1 12.0 13.1 18.5 Selenium (Se) 2.59 3.03 4.33 2.48 2.49 3.33 Zinc (Zn) 825 757 804 663 850 966 Aluminum 51000 55800 55800 49700 52000 54000 Calcium 19900 28500 18000 18100 17700 21700 Magnesium 4630 5500 4070 4290 3690 5400 Potassium 7920 7170 6710 6270 5300 7120 Sodium 4440 5260 4030 4240 4560 4870 SAR 1.122 1.184 1.0711 1.189 1.261 1.212 ORANGE WATER AND SEWER AUTHORITY (OWASA) MASON FARM WASTEWATER TREATMENT PLANT SIMPLIFIED ANAEROBIC DIGESTION PROCESS FLOW SCHEMATIC Pd nmary Sludge & Waste Activated Sludge u GBT=GRAVITY BELT THICKENER #1 GBT GST GBT 1II #3 (COLO, THICKENED SLUDGE TO DIGESTION) 1S!
