Project Description: NCDOT's Division 4 proposes to realign the intersection of Braswell Road (SR
2519)/Ormond Road (SR 2525) with Bakers Chapel Road (SR 2523) in Johnston County. The existing
cross-section of each road consists of a two-lane undivided facility with limited grass shoulders. The
proposed cross-section is to be the same, with both intersecting roads now creating individual T-
intersections with Bakers Chapel Road (SR 2523). Since Preliminary Design Plans have been developed,
an Area of Potential Effects (APE) within the overall Study Area has been generated in order to facilitate
environmental planning purposes at this stage. The Study Area is centered on the intersection and
encompasses about 15.3 acres, inclusive of all existing roadways and any modern development.
However, the APE focuses on areas that extend beyond the NCDOT's existing ROW along all three roads
and encompasses only about 1.14 acres.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
This project was accepted on Tuesday, September 11, 2018. A map review and site iile search at the
Ofiice of State Archaeology (OSA) was conducted on Wednesday, September 12, 2018. An
archaeological survey has never been conducted at this particular location and no archaeological sites
have been recorded within one (1) mile of the proposed project. Digital copies of HPO's maps (Princeton
Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on
Tuesday, October 9, 2018. There are no known historic architectural resources located within or adjacent
to the APE for which intact archaeological deposits would be anticipated within the footprint of the
proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey
maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have
contributed to historic or prehistoric settlement within the project limits, and to assess the level of
modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the
APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
This is a State-funded project for which a Federal permit may be required. Permanent/temporary
easements will be necessary as well as additional ROW for the realigned portions of the intersection.
Although the size and shape of the Study Area have been drawn in a way to capture any possible ground-
disturbing activities associated with this project, an APE has been generated that narrows down the area
that may be impacted beyond the NCDOT's existing ROW. At this time, we are in compliance with NC

GS 121-12a since there are no eligible (i.e. National Register-listed) archaeological resources located
within the project's Study Area that would require our attention. Based on the description of the proposed
project, activities will take place beyond the NCDOT's existing ROW, within the Northeast and
Southwest quadrants of the existing intersection. From an environmental perspective, the APE falls
within a rural agricultural setting in North Carolina's Southern Piedmont physiographic region. The APE
consists of three (3) soil types (Rains sandy loam [Ra], Bonneau sand, 0-3% slopes [BoA], and Uchee
loamy coarse sand, 2-6% slopes [UcB]). Based on acreage, nearly 60% of the APE consists of poorly
drained soils (i.e. Ra), which would not be indicative of intact archaeological resources. Probability
models, generated from the Clayton Bypass (TIP# R-2552) survey results, would consider such an area to
have a low potential for archaeological deposits to be present. The remaining portions of the APE consist
of long, narrow easements (abt. 3' wide) just beyond the existing ditchlines on either side of the roads.
Despite the well-drained conditions, such areas would also be considered to have a low archaeological
probability. In the project vicinity, the Office of State Archaeology (OSA) has reviewed only two (2)
projects for environmental compliance, including a solar farm (ER 15-0532) and a bridge replacement
project (ER 84-7461 [TIP# B-1253]). An archaeological survey was not recommended for these projects
based on either the poor soil conditions present or the limited scope of the proposed project (i.e. within
existing ROW). Within five (5) miles of the Study Area, NCDOT's Archaeology Group has not reviewed
any transportation-related projects for environmental compliance under the Programmatic Agreement
(PA) with the State Historic Preservation Office (NGHPO). Despite the lack of reviewable projects in
the vicinity, the poor soil conditions dominating the intersection area would suggest an archaeological
survey should not be necessary. Therefore, it is believed that the current APE, as depicted, is unlikely to
contain intact and signiiicant archaeological resources. No archaeological survey is required for this
project. If design plans change or are made available priar to construction, then additional consultation
regarding archaeology will be required. At this time, no further archaeological work is recommended. If
archaeological materials are uncovered during project activities, then such resources will be dealt with
accarding to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's
Archaeology Group.
