PCE or CE Funding: ❑ State � Federal � Yes ❑ No Permit Type: NWP 3 or 14 Project Description: The project calls for the replacement of Bridge No. 52 on SR 1433 (Person Road) over Sandy Creek in Franklin County. The archaeological Area ofPotential Effects (APE) for the project is defined as a 1,400 foot (426.72 m) long corridor running 700 feet (213.36 m) northeast and 700 feet southwest along Person Road from the center of Bridge No. 52. The corridor is approximately 200 feet (60.96 m) wide extending 100 feet (30.48 m) on either side of the road from its present center. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Bridge No. 52 is located northeast of Louisburg, west of Centerville, and east of Ingleside in the northern portion of Franklin County, North Carolina. The project area is plotted near the center of the Gold Sand USGS 7.5'topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on February 19, 2015. No previously recorded archaeological sites have been identiiied within the APE or a mile of the bridge. Accarding to the North Carolina State Histaric Preservation Office online data base (HPOWEB 2015), the northeast quadrant is situated within the National Register boundary for the Speed Farm (FK 285). However, no surveyed or contributing resource falls within the APE. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. Bridge No. 52 and Person Road cross Sandy Creek from the northeast to southwest (Figure 2). The creek drains to the southeast and is part of the Tar-Pamlico drainage basin. The APE is situated along the Sandy Creek floodplain with eroded terraces and slopes at either end. The area is mostly forested with minimal ground disturbance. A review of the site iiles show that OSA (ER OS-0886) previously reviewed the proposed replacement of Bridge 52 in 2005 (Attachment 1). They recommended no further archaeological work as the area has a low probability for a significant site. Few archaeological investigations and not sites are reported within the vicinity. The earliest map to depict the project area in any detail is William Fuller and Blair Burwell's circa 1869 map of Franklin County (Figure 3). This map shows a road similar to Person Road with a crossing at or near the current bridge. No households or farm structures are plotted in the area. By the early 20th century, the 1906 North Carolina Geological and Economic Survey map illustrates an improved picture of the county (Figure 4). This map identifies the bridge as Sam Persons Bridge. It also shows all historic structure well away from the bridge. Subsequent 20th century maps provide no further or useful information on development. As a result, it is very unlikely any contributing archaeological resources to the Speed Farm will be impacted. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE for the proposed replacement of Bridge No. 52 was previously reviewed by OSA in 2005. They recommended no further archaeological work due to low probability for a significant site. Although the National Register boundary for the Speed Farm resides in the northeastern quadrant, no contributing archaeological resources could be identified during the background review. As long as impacts to the subsurface occur within the defined APE, the results of the background review concur with OSA's original recommendation. No further archaeological work is recommended for the replacement of Bridge No. 52 in Franklin County. If construction should affect subsurface areas beyond the defined APE, further archaeological consultation might be necessary.
