The plan is to re -build the wall just inside the property line and the exact alignment will be determined during construction as we try to avoid trees and other site features. On the plans, we're showing the length of the wall at 173 feet. The average wall width will likely be 5 feet, measured from above and factoring in the 1.5:1 slope on the face. The average width of the riprap toe will likely be 4 feet. So, if we round up to 180 feet for the wall length, 180'x9' comes to 1620 square feet, or 0.037 acre. I had rounded up to 0.04 acre on the revised impact table. As for fill (or backfill behind the boulder wall), I expect that will be placed upland of the open water so that it would not count as an impact. I hope this makes sense. Can you provide me with the dimensions of the seawall, rip rap, and any fill material that is proposed? For example (length of seawall ft. x footprint of impact ft.). I realize some this can vary so an approximate measure is fine. This is so that when I conduct a follow up inspection I know exactly what was approved and we are all on the same page. Can I call you tomorrow morning to get your thoughts on Item 3? 1 wonder if a turbidity curtain would suffice because installing a coffer dam beyond the existing seawall would result in its own disturbance and I'm not sure it could be done cleanly in 5' + of water. I'm open to suggestions. On January 30 , 2019, the Division of Water Resources (Division) received your application dated January 23, 2019, requesting a 401 Water Quality Certification from the Division for the subject property. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until the following information is received: The Wildlife Resources Commission and the Division recommend the installation of rip rap on the waterward side of boulder walls to provide aquatic habitat and additional energy dissipation. Please include a typical showing the installation of rip rap below the wall to ensure protection of aquatic habitat or provide an explanation of why this cannot be practically accomplished. [15A NCAC 02H .0506(b)(2)] Please provide the dimensions (footprint) of the new seawall including the rip rap apron and any fill material. Provide an updated impact table that includes the rip rap. [15A NCAC 02H .0502(c)] The Division has concerns that the proposed measures may not be enough to prevent sedimentation and that the proposed activity may exceed the turbidity standard for trout waters (10 NTUs). The concerns are the initial removal of material before the plastic sheeting is installed, the removal of the boulder wall/fill, and equipment access during the final stage of removal and salvage. Similar seawall projects on Lake Toxaway have utilized cofferdams and turbidity curtains to isolate the work area and meet the standard. Please provide additional best management practices to ensure that the turbidity standard for trout waters is not exceeded. [15A NCAC 02B .0211(21)] Pursuant to Title 15A NCAC 02H .0502 (c), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received within 30 calendar days, of receipt of this email, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
