TROGDON, ITI SECRETARY The North Carolina Department of Transportation Ferry Division is applying for a major �nodification to CAMA Major permit #4�-96 to extend ttae permitted portion of the existing fe�ry channel located at the Cedar Island Ferry Ter�ninal, in Cedar Island, North Caralina. The current perzxiitted channel length, including the boat basin channel, is 1190' of which includes a portion that extends straight out past the breakwater by 200'. A shoal has developed in the unpermitted �ortion o� tlie existing channel and has created unsafe traveling can.ditions for the vessels and the traveling public. Northerly wind conditions cause the Captains to cozne out of the basi� and he side-to forcing the ferry to roli which in tur�i creates unsafe canditions for the traveling public, state employees, and the vessels. While there is deep water zn fhe channel to the south it is impartan.t for the vessels to stay close to the breakwater to avoid. po�entially dax�.gerous aperating condrtions during high wind events. Permitting the requested section of channel will allow for the �'erry Divisian to perform dredge maintenance actzvities ensuring the channel is clear and reliable far safe passage. The previously unpez�itted channel extends approximately 590 feet further than the current permitted channel. The current permitted depth �or this chatuiel and basin zs 10' but connecting waters are between 13' and 1 T therefore NCDOT is rec�uesting to dredge and maintain this channel to a depth of 12' MLLW. An estimated 22,450 cubic yards of material will be removed from the Cedar Island channel and basin area during �he upcoming dredging event. All dredging activities will be performe� by tl�e NCDOT Ferry Division — Marine Maintenance Unit. The State awned 12" pipeline dredge Manteo wi.11 be u�ed for this vvark along with a support fleet consisting of tugs and barges to move material, equipment, fuel, and vvorkers around the work site. Mate�al �emoved during this c�edge project will be pumped to a leased spoil �ite that is located on a nearby properiy. The spoil site will have berms that are 12' feet tall with a 2:1 slope. A spiil gate be installed in the spoil site bezm and two discharge �ipes attached to the spill gate v►�il allow clear water to flaw back into the Pamlico Sound. A!I work wilt be completed by the NGD07 Marine Mainfenance Unit. The equi�ment that will be used to dredge this location wip be the state owned 12" hydrau(ic pipeline dredge "Manteo". Multipte tugs and barqes will be in the channel during the projec to assist with moving the dredge, se#ting anchors, fueling activities, etc. An exca�atar and bu[Idozer will be used on land at the leased upland spoil site to assisf in building the site and handAng pumped ma#eriai. d.
