Dear Mayor Langford;
In response to your letter to Linda Culpepper dated January 22, 2019, and in consideration of the
recent wastewater flow data reported to the Division of Water Resources for permit number
WQ0003299, and recent grant funding obtained by the Town to repair the wastewater treatment
plant, the NCDEQ Division of Water Resources, Water Quality Regional Operations Section
Raleigh Regional Office hereby removes the sewer connection moratorium that had been
imposed on January 10, 2007.
Please be aware that if the wastewater flows to the treatment plant results in violations of the
permit, OR if the deficiencies associated with the wastewater treatment plant are not corrected in
a timely manner, the Division of Water Resources retains the ability to impose another sewer
moratorium on the Town of Seaboard. The Division would like to assist the Town to help ensure
that all wastewater permit conditions and applicable Rules are met. We are waiting for your
response to the draft Special Order of Consent (SOC) for the Town of Seaboard that was emailed
to Joey Barnes and Joe Dooley on January 18, 2019 that is intended to help provide a framework
for the implementation of repairs to the lagoon liner and other elements of the wastewater
treatment plant.
