The Town of Bryson City has taken the following actions in response to the Notice of Violation and Intent
to Assess Civil Penalty letter dated January 22, 2019 for violations on 12/28/18.
As we continue to experience sanitary sewer overflows during severe rain events, we have taken the
following steps to address the Inflow and Infiltration (1&I) in our system:
1) Maintenance crews have inspected manholes during heavy rains. Work orders have been made to
address the problem areas.
2) Bearhunter Campground continues to be a problem for I&I during heavy rain events. Campers
pull out in a haste to "beat" the rising river and fail to close off the sewer caps. Our attorney is
reviewing our ordinances which will include an ordinance requiring campgrounds near the river to
have spring loaded sewer caps that close automatically.
3) Carringer Street has 2700 linear feet of clay sewer line which is next to the river where we
experience excessive amounts of I&I. We are waiting to hear from a $1 M CDBG grant in
February to replace this sewer line. If we are not awarded the grant, the Town will start to replace
sections of this sewer line.
4) We have applied for an Asset Inventory and Assessment Grant. We should hear in February if we
have been awarded this grant. The funding will be used to conduct a comprehensive
infiltration/inflow evaluation of our sanitary sewer collection.system. The results will help the
Town prioritize the areas to repair and/or replace within the sewer system which will have the
most impact in reducing I&I. Flow meters, smoke testing, and video inspections of the sewer lines
will be performed.
