Typical Cross Section Description: Four-lane divided roadway with variable width median (30 to 64-feet wide). Project will Four-lane divided roadway with two 12-foot lanes, 4-foot wide paved outside add 10-foot outside and four-foot inside paved shoulders. Grassed median will vary from shoulders, and 2-foot paved inside shoulders in each direction. Eastbound and 26 feet to 22.4 feet in width. Interchanges will be provided at Swift Creek Road. and westbound lanes are separated by a variable width grassed median ranging from 30 to Wilson's Mills Road. Swift Creek Road and Wilson's Mill Road will be widened to four 46 feet wide. lanes through interchange area. Service roads will be provided adjacent to US 70. Project will upgrade US 70 to a full freeway. Annual Avg Daily Traffic (veh/hr/day): Design/Future: 45,400 Year: 2040 Existing: 30,700 Year: 2020 General Project Narrative: The purpose of the project is to upgrade US 70 to interstate standards. Access will be controlled and limited to the proposed interchanges at Swift Creek Rd. and Wilson Mills (Description of Minimization of Water Rd. In addition, services roads will be provided to allow access to adjacent properties. Project is located within the Neuse River Water Supply Watershed protected area and Quality Impacts) streams are classified as WS-IV Nutrient Sensitive Waters. No streams are listed on the 2012 Final 303(d) list of impaired waters. There are no High Quality waters, Outstanding Resource waters or water supply watersheds (WS-I or WS-II) located within one mile downstream of the project area. The numerous special ditches were designed to meet swale criteria where practicable to obtain treatment before discharging into the riparian buffers. From Sta. 158+50 -L- RT. to Sta. 164+75 -L- RT. fill slopes will be steepened to 1.5:1 and rock plated to avoid impacting Poplar Branch riparian buffers. Erosion control basins will be sized utilizing 25-year design storm intensity since the project is within an environmental sensitive area. The required swale length base on drainage area is 619 ft.. Only 240 ft. of the ditch meets the 2-yr. velocity criteria of 2 fps or less. Water quality treatment is still provided for 39% of the contributing drainage area. The second swale listed on Plan Sheet 17 has a drainage area of 4.5 acres. 400 ft. of swale meets the 2-yr. velocity requirement and provides the required treatment for 89% of the drainage area. The swale shown on Plan Sheet 20 has a base width of 8 ft. in order to increase effective flow area and reduce velocity. It exceeds the recommended swale width by 2 ft. but still provides water quality treatment. The first swale on Plan Sheet 24 exceeds the allowable 2-yr. velocity by 0.4 fps. This is due to the longitudinal slope of 1.42%. Due to elevation constraints the ditch cannot be flattened enough to achieve 2 fps. The swale on Plan Sheet 6 at Sta. 24+58 -SR1- starts at the outlet of a 36" pipe. This pipe conveys flow from 9.9 acres of drainage area. There is not enough length available from where the swale begins to where it has to end prior to entering a wetland to meet the necessary length requirement. The swale on Plan Sheet 24 at Sta. 261+20 -L- is 1430 feet in total length and receives drainage from 2.1 acres. The velocity of 2.3 fps that is shown is along a section of ditch that is on a 1.42% grade. This section of ditch is only 50 feet in length and is the only part of ditch that does not meet the swale criteria. The swale has to outlet into the inlet of a 30" pipe. There is not enough length available from where the swale must begin to where it ends to meet the necessary length requirement. The swale on Plan Sheet 24 at Sta. 55+12 -SR7- receives drainage from 26 acres. There is not enough length available prior to the outlet into a 54" pipe to fully meet the length requirement. The velocity of 3.7 fps is on a 150 feet section of the ditch that is at 2.35% grade. Treatment will be provided by the remaining 850 feet that meets the swale criteria.
