GRADING & EARTHWORK NOTES
THE FOLLOWING GENERAL EARTHWORK PROCEDURE SHALL BE FOLLOWED FOR CONSTRUCTION
OF ROADWAYS, EMBANKMENTS, AND OTHER GENERAL GRADING ACTIVITIES. SPECIFIC
GEOTECHNICAL INFORMATION AND DESIGN GUIDELINES SHOULD BE OBTAINED BEFORE
PROCEEDING WITH GRADING AND EMBANKMENT OPERATIONS.
1. INSTALL EROSION AND SEDIMENT CONTROL MEASURES IN ACCORDANCE WITH BURKE
COUNTY AND THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL
RESOURCE REQUIREMENTS.
2. ALL TREES, SHRUBS, AND OTHER VEGETATION WITHIN GRADING LIMITS SHALL BE
CLEARED. DISPOSAL OF CLEARED AND GRUBBED MATERIALS SHALL BE PERFORMED IN
ACCORDANCE WITH LOCAL AND STATE ORDINANCES. ALL VEGETATION OUTSIDE THE
GRADING LIMITS SHALL BE PROTECTED.
3. EXISTING FOUNDATIONS, FENCES, SLABS, PAVEMENTS AND BELOW—GRADE STRUCTURES
SHALL BE REMOVED FROM THE AREA TO BE GRADED. REMOVE ORGANIC MATERIAL AND
SOFT OR OTHERWISE UNSUITABLE MATERIAL FROM THE AREA TO BE GRADED.
4. TOPSOIL, IF PRESENT, SHALL BE STRIPPED AND STOCKPILED FROM ALL AREAS WITH
SUITABLE TOPSOIL. THE QUANTITY OF TOPSOIL STRIPPED AND STOCKPILED SHALL BE
SUFFICIENT TO PROVIDE A MINIMUM OF 4 INCHES OF TOPSOIL OVER ALL AREAS TO BE
SEEDED.
5. THE SUBGRADE OF ALL AREAS TO BE PAVED OR HAVE STRUCTURES CONSTRUCTED
SHALL BE PROFILED USING A DUMP TRUCK WEIGHING AT LEAST 20 TONS. AREAS
THAT RUT OR PUMP SHALL BE REMOVED AND REPLACED WITH SUITABLE COMPACTED
SUBGRADE MATERIAL. ALL GRADING AND COMPACTION SHALL BE IN ACCORDANCE WITH
THE SPECIFICATIONS AND RECOMMENDATIONS OBTAINED BY A QUALIFIED GEOTECHNICAL
ENGINEER.
6. AFTER FINAL GRADING AND IMMEDIATELY PRIOR TO THE PREPARATION OF AN AREA FOR
SEEDING, THE CONTRACTOR SHALL SPREAD A MINIMUM OF 4 INCHES OF TOPSOIL ON
THE AREA TO BE SEEDED.
7. GROUND COVER SHALL BE ESTABLISHED ON EXPOSED SLOPES WITHIN (21) CALENDAR
DAYS OF COMPLETION OF ANY PHASE OF GRADING, PERMANENT GROUND COVER FOR
ALL DISTURBED AREAS WITHIN (15) WORKING DAYS OR (90) CALENDAR DAYS
(WHICHEVER IS SHORTER) FOLLOWING COMPLETION OF CONSTRUCTION OR DEVELOPMENT.
8. CHECK DAMS SHALL BE INSTALLED PER DETAIL
9. EXCESS SOIL FROM GRADING OPERATIONS SHALL BE HAULED OFFSITE. IF THE SOIL IS
PLACED ON SITE, THE EROSION CONTROL PERMIT SHALL BE AMENDED AND ALL
APPLICABLE FEES SHALL BE PAID.

PLANNING TIE THE ENDS OF A SEDIMENT FENCE INTO HIGHER GROUND TO PREVENT FLOW
CONSIDERATIONS: AROUND THE END OF THE FENCE BEFORE THE POOL REACHES DESIGN LEVEL.
CURLING EACH END OF THE FENCE UPHILL IN A "J" PATTERN MAY BE
APPROPRIATE TO PREVENT END FLOW.
A SEDIMENT FENCE ACTS AS A DIVERSION IF PLACED SLIGHTLY OFF THE
CONTOUR. A MAXIMUM SLOPE OF 2 PERCENT IS RECOMMENDED.
THE ANCHORING OF THE TOE OF THE FENCE SHOULD BE REINFORCED WITH 12
INCHES OF NCDOT #5 WASHED STONE WHEN FLOW WILL RUN PARALLEL TO
THE TOE OF THE FENCE. THE TOE OF THE FABRIC MUST BE ANCHORED IN A
TRENCH BACK FILLED WITH COMPACTED EARTH.
PROVIDE A RIPRAP SPLASH PAD OR OTHER OUTLET PROTECTION DEVICE FOR
ANY POINT WHERE FLOW MAY OVERTOP THE SEDIMENT FENCE, SUCH AS
NATURAL DEPRESSIONS OR SWALES. ENSURE THAT THE MAXIMUM HEIGHT OF
THE FENCE AT A PROTECTED, REINFORCED OUTLET DOES NOT EXCEED 2 FEET
AND THAT SUPPORT POST SPACING DOES NOT EXCEED 4 FEET.
NOTE: WOODEN STAKES MUST BE APPROVED BY ENGINEER OR SPECIFICALLY
NOTED IN PLANS.
MAINTENANCE: INSPECT TEMPORARY SEDIMENT TRAPS AT LEAST WEEKLY AND AFTER EACH
SIGNIFICANT RAIN EVENT AND REPAIR IMMEDIATELY.
SHOULD THE FABRIC OF A SEDIMENT FENCE COLLAPSE, TEAR, DECOMPOSE OR
BECOME INEFFECTIVE, REPLACE IT PROMPTLY.
REMOVE SEDIMENT DEPOSITS AS NECESSARY TO PROVIDE ADEQUATE STORAGE
VOLUME FOR THE NEXT RAIN AND TO REDUCE PRESSURE ON THE FENCE.
TAKE CARE TO AVOID UNDERMINING THE FENCE DURING CLEANOUT.

FENCE POST. WIRE OR PLASTIC ZIP TIES SHOULD HAVE MINIMUM 50 POUND TENSILE
STRENGTH.
WHEN A WIRE MESH SUPPORT FENCE IS USED, SPACE POSTS A MAXIMUM OF 8 FEET APART.
SUPPORT POSTS SHOULD BE DRIVEN SECURELY INTO THE GROUND A MINIMUM OF 24 INCHES.
4. EXTRA STRENGTH FILTER FABRIC WITH 6 FEET POST SPACING DOES NOT REQUIRE WIRE MESH
SUPPORT FENCE. SECURELY FASTEN THE FILTER FABRIC DIRECTLY TO POSTS.
5. INSTALL POSTS 4 FEET APART IN CRITICAL AREAS AND 6 FEET APART ON STANDARD

General Permit (NCGO1) with emphasis placed on those elements that differ from the previous permit (expiration on August 2, �C!9. 3 NTS�9.3

The major change in the Permit from the previous one is the shorter
times to apply ground stabilization such as mulch, wheat straw, or
grasses. The NC laws and rules relating to the Sediment Act require,
in most places, ground stabilization within 21 days. Based on the new
EPA requirements and 9 -months' work with a permit advisory group,
CTAG, the Division and EPA -developed permit, now contains
requirements for ground cover within 14, and in some places, 7 days.
2) Building Wastes Handling
• No paint or liquid wastes in stream or storm drains
• Dedicated areas for demolition, construction and other
wastes must be located 50' from storm drains and streams
unless no reasonable alternatives available.
• Earthen -material stockpiles must be located 50' from storm
drains and streams unless no reasonable alternatives
available.
• Concrete materials must be controlled to avoid contact with
surface waters, wetlands, or buffers.
3) Discharges to Federally -listed Waters
• Requirements are the same as in previous permit.
• The permit allows reduction from the 20 acre minimum if
the Director of DWQ determines that other BMPs provide
equivalent protection.

4) Inspections

DISTURBING ACTIVITY.
5. INSTALL SEDIMENT TRAPS, DETENTION BASIN AND SILT FENCE AT THE FIRST CONSTRUCTION ACTIVITY.
6. INSTALL ALL STORM DRAIN INLET PROTECTION AND TEMPORARY GRAVEL CONSTRUCTION ENTRANCE.
7. COMPLETE SITE CLEARING.
8. ROUGH GRADE SITE, STOCKPILE TOPSOIL, CONSTRUCT CHANNELS, INSTALL SEDIMENT TRAP, AND INSTALL
SEDIMENT FENCE AS NEEDED. MAINTAIN DIVERSIONS ALONG TOP OF FILL SLOPE DAILY.
