The originally archaeological Area of Potential Effects (APE) for the project was defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) northeast and 300 feet southwest along White Oak Lane from the center of Bridge No. 29. The corNidor was approximately 1 SO feet (45. 72 m) wide extending 75 feet (22.86 m) on either side of the road f�om its present center. The newly defined APE is wider rneasuring 300 feet (91.44m) extending I50 feet (45. 72 m) to either side of the centerline. The length of the APE remains unchanged. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects. (Attach any notes or documents as needed) ❑ No subsurface archaeological investigations were required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. � All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. "NO NATIONAL REGISTER ELIGIBLE OR L/STED ARCNAEOLOGICAL S/TES PRESENT` form for the Amended Minor Transporlation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 6 Project Tracking No.: 13-08-0048 Addendum SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The proposed replacement of Bridge No. 29 in Macon County was first reviewed in 2013 with the field survey conducted on September 18 and the original "No National Register of Historic Places Eligible or Listed Archaeological Sites Present or Affected Form" submitted on October 14. One archaeological site (31MA768) was identified within the APE. The project is located south of Almond and east of Andrews in the northwestern portion of Macon County. It is plotted in the northwest corner of the Wayah Bald USGS 7.5' topographic quadrangle (Figure 1). The archaeological field investigations for the proposed replacement of Bridge No. 29 consist of 14 shovel test placements (STPs) (Figure 2). Transects ran parallel with White Oak Lane. Initially, STPs were to be placed at 30-m intervals, but the recovery of precontact artifacts in STP#3 reduced the intervals to 15-m in the northeast and southeast quadrants to help delineate site 31MA768 within the former project limits. STPs remain 30-m apart in the southwest quadrant since no artifacts are found in this section of the project. No excavations were conducted on the poorly drained Nikwasi soil or in the gravel parking lot northwest of the bridge. When hydric soils were encountered, excavations were halted. Out of the 14 STPs, six (STPs# 3, 5, 7, 12, 13, and 14) yielded precontact artifacts. Site 31MA768 is a precontact site situated on a stream terrace at the northeastern end of the APE. It is bisected by White Oak Lane (see Figure 2). All artifacts are non-diagnostic and cannot be attributed to any particular precontact occupation. Most are quartz (n=10) flakes, but chert (n=5) and quartzite (n=3) flakes are present as well. All were recovered from the plowzone within the first 30 cm (ca. 12 in). Site 31 MA768 is likely related a previously known site recorded (no state site number) by Ruth Wetmore and Anne Rogers during their investigations of the trout farm located to the southeast. Site 31MA768 was recommended as ineligible for the National Register due to its limited extent within the project area, its low artifact density, and the low potential for intact cultural deposits. The revised APE does not an increase the project's length nor does it include any new construction activities at site 31MA768 (Figure 3). Proposed design plans were reviewed showing an on-site detour south of White Oak Lane. The detour rejoins White Oak Lane before encountering the site. A proposed access drive to the north also will not impact the site. The area between White Oak Creek and site 31MA768 yielded hydric soils, which is unlikely to produce significant archaeological deposits. Construction activities in the northwest quadrant are also limited and will not impact any high potential locations under the gravel parking lot or adjacent to the unnamed drainage that is crossed. Soils to the southwest were also wet during testing and unlikely to yield significant deposits associated with an early occupation. As long as impacts to the subsurface occur within the deiined APE, it is recommended that no further archaeological work is required for the proposed replacement of Bridge No. 29 in Macon County. That portion of site 31MA768 within the APE is not eligible for the National Register. This section contains no integrity with only a limited number of non-diagnostic artifacts found in the surface layer. The likelihood of intact and significant cultural deposits within the APE is low. Any additional subsurface testing within the APE will not provide any new information on precontact occupations in the region. However, the greater portion of the site is outside of the APE and has not been evaluated. Those areas outside of the project limits will remain unassessed. Should the project extend further into the unevaluated portion of site 31 MA768, then further archaeological consultation will be necessary.
