The APE extends 700 feet from either end of the existing bridge (N-S) and 150 to either side of the SR 1526 (Weldon Mill Road) centerline to encompass all proposed construction activities. Vance County current GIS mapping, aerial photography, and tax information indicated a partly wooded APE and residential properties dating mostly the 1970s-2000s (viewed 17 September 2013). The APE intersects a large parcel on which stands the study-listed, nineteenth-century Weldon's Mill (VN0035), located to the west of SR 1526 (Weldon's Mill Road) on the south bank of Sandy Creek. Constructed in 1949, Bridge No. 56 is an 81-foot-long, two- span, steel, girder and floorbeam structure recommended as eligible for the National Register of Historic Places (NR) by the NCDOT Historic Bridge Survey. The presence of the nineteenth-century mill, as well as the absence of a comprehensive architectura I survey for the county indicated the need for a field investigation and evaluation. NCDOT engaged Dovetail Cultural Resource Group to prepare a NR eligibility evaluation of the Weldon's Mill property, and the resultant report (April 2014) confirmed its eligibility and recommended defining boundaries. The North Carolina State Historic Preservation Office (HPO) concurred with the eligibility finding, but suggested revised (reduced) boundaries, subsequently accepted by NCDOT (see attached correspondence and map). In 2016, as the project design advanced, NCDOT and HPO revisited the eligibility recommendation for Bridge No. 56 and agreed that it is neither technologically nor aesthetically significant and only one of many examples of a common standard design (as also stated in the Historic Bridge Survey records). Following consultation with planning and design engineers, NCDOT - Historic Architecture scheduled discussion of project effects on the Weldon's Mili property for April 4, 2017. We have reviewed the document an offer the following comments. Despite the poor condition of the mill and the lack of information on the interior, we concur that Weldon's Mill (VN0035) is eligible for listing in the National Register of Historic Places under Criteria A and C as a rare surviving example of a late nineteenth-/early twentieth-centuiy grist mill in Vance County and even the larger northern piedmont region of the state. The description of the property covers several subsidiary resources, but it is not until the last paragraph (p. 20) that their contributing/noncontributing status is addressed. We do not believe that the miller's cottage or store contribute to the property due to extensive alterations. Since a pexiod of significance is not proposed, we assume it would extend to the mid-1960s. Consequendy, it is unclear why the mid-twentieth-century shed (dated to third quarter of the twentieth century) and shed are deemed noncontributing. There is no justification given for including the entire parcel of 35.9 acres. Two mill ponds are mentioned. The larger pond, closer to the mill, has been largely silted in over the last few decades. Given that there is no discussion of either pond (and, in particulat, no explanation of the role of the smaller pond at the southwest edge of the property), there appears little reason to include the entire parcel. Also, there is a small "leg" diat extends south to SR 1541, Faulkner Road, which might have been an access, but based on aerials, now appears irrelevant. We would recommend a boundary that cuts off that "leg" and ends at the west end of the eastern pond or, for even smaller boundaries, draw the western edge in a north-south line crossing the east end of peninsula that now fills most of the eastern pond, or (smallest) draw a square to include only the mill, dam, and some of the pond (first 75 yards, approximately). ���e will look forward to your response to our comments and a map that clearly outlines the boundaries that you wish to consider eligible. We have considered your recommendations for reducing and reconfiguring the National Register boundary originally suggested and wish to employ that illustrated in the accompanying graphic for discussion of project effects on Weldon's Mill. The northern, southern, and eastern boundaries conform to the current parcel lines. The western boundary, as in the second option described in your memo, crosses the "peninsula" extending into the eastern mill pond. The eastern boundary also conforms to the existing right-of-way line on the western side of SR 1526 (Weldon's Mill Road); no critical architectural or landscape features are located within the right-of-way.
