Explain the purpose of the proposed project:* The purpose of the proposed project is to replace the bridge. Bridge No. 6 was built in 1971 and NCDOT Bridge Management Unit records indicate Bridge No. 6 has a sufficiency rating of 67.87 out of a possible 100 for a new structure. The bridge is approaching the end of its useful life. Replacement of the bridge will result in safer traffic operations. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Ebsting 6-span (1 @15'-10", 1@14'-10", 1@15'-4", 1@14'-10", 1@15', 1@15'-10") rc floor on timberjoists bridge on SR 1422 (Market St. Ext. North) spans Big Swamp. Ebsting bridge will be replaced while Ihe road is closed (no detour bridge). The replacement bridge is a 2-span (1 @55', 1@45') 21" CSU with 4' end bent caps. The proposed bridge has no deck drains to minimize direct discharge into the stream. The stream is classified as swamp water, nutrient sensitive water, and class C. Drainage is collected at lower end of bridge (southeast quadrant) and lower side of roadway (upstream side) and discharged into a rip rap pad at outlet outside of the buffer at non erosive velocities. The approach drainage ditches on the south end of the project discharge into the floodplain +/_ 400 feet from the stream outside of the project limits. There are no ditches on the North end of the project and all of the water sheet flows across the grass shoulder and slopes into the floodplain. 4j. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The bridge was designed to retain the existing alignment as much as possible to minimize additional impacts resulting from the bridge replacement. In addition, an off-site detour will be utilized to minimize temporary impacts that would be introduced with an omsite detour. 1b. Specificallydescribe measures taken to avoid or minimize the proposed impacts through construction techniques: Replacement end bents will be constructed behind etisting end bents, with new center bent located offset from middle of creek. Turbidity curtain will encompass center bent toward end bent 1 side of creek, wth another turbidity curtain along end bent 2 side of creek. See Erosion Control plans for additional measures. 2. Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water qualit/?* Yes r No 3b. If you answered "no," provide a short narrative description. The bridge is being replaced with a wider structure at the same location. The replacement of the structure is not in conjunction with any other roadway improvements. The existing bridge does not act as a"bottle neck," and changes in the patterns of residential or commercial development and/ or land uses in the vicinity of the bridge project wnuld not be anticipated as stemming from the bridge's replacemenL This type of project is not anticipated to alter the existing land uses or increase accessibility to adjacent parcels. 4. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? The programmatic determination for NLEB for the NCDOT program is "May Affect, Likely to Adversely AffecY'. The PBO provides incidental take coverage for NLEB and will ensure compliance with Section 7 of the Endangered Species Act for five years for all NCDOT projects with a federal nexus in Divisions 1-8, which includes Beaufort County, where TIP B-4427 is located.
