The North Carolina Division of Water Resources conducted an inspection of the Atlantic Station WWTF on
February 1, 2019. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0004059. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Wilmington
Regional Office. The following deficiencies were noted during the inspection:
Inspection Area Description of Deficiency
Well Abandonment Inactive monitoring well MW-3 needs to be properly abandoned by a NC certified well driller.
Record Keeping Permit expired on 12/31/2016.
In addition, the issues below must also be addressed:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.

Inspection Summary:
A compliance inspection of the Atlantic Station WWTF was conducted on February 1, 2019. The ORCs Joe Lawrence, Dan
Fortin, and other staff members of Fortin Contract Service were present during this routine inspection.
A review of the facility showed that treatment plant and rotary distributors were all functional. The flow meter was up to date
on annual calibration. Sampling is being performed via composite sampler. The auxiliary power generator transferred power
to the plant during a simulated power outage. The sludge holding tank is severely corroded and in need of replacement. The
ORC stated this is in the process of being addressed.
A review of monitoring reports was conducted and in general, the compliance record has been good. There have been some
irregular violations and a NOV was issued for an ammonia violation in December 2018. The groundwater monitoring has
shown some erratic exceedances of Nitrate and TDS in MW-1. There has been previous discussion of relocating monitoring
well MW-1 due to its low-lying location and occasional flooding from nearby Fort Macon Road which likely have influenced
the sampling results.
A spot check of one of the lift stations from the deemed collection system was conducted and a high-water alarm was
simulated. The alarm and telemetry properly activated. Emergency contact was posted. This lift station had a reported
SSO on 12/11/2018 (Incident # 201803620). Repairs appeared to have been properly done, the area had been limed and
new grass had been established.
The following items needs to be addressed:
• This permit expired on 12/31/2016. The previously submitted permit renewal application was returned on 10/6/2017 due
to lack of response to an additional information request. A new permit renewal application needs to be submitted.
• All monitoring wells need to be secured with locks.
• Old monitoring well number 3 is still in place, uncapped and needs to be properly abandoned by a NC certified well
driller.
• Request a minor permit modification to relocate MW-1 to a more suitable location. This can be done in conjunction with
the permit renewal request.
• The sludge holding tank needs replacement.
