PROJECT SUMMARY: The applicant proposes to construct a new vinyl bulkhead 2 ft. waterward of an existing asbestos wall and fill 200 sq. ft. of Coastal Wetlands. Henry Jordan c/o Jimmy North Page 2 9. PROJECT DESCRIPTION: The project site is located at 8448 Bald Eagle Lane, adjacent to Middle Sound and the Atlantic Intracoastal Waterway (AIWW). The site is located in an area known as "Porters Neck" in Wilmington, New Hanover County. To locate the property from the WiRO travel north on Market Street/US 17 Bus N for approximately 5.3 miles. Turn right onto Porters Neck Road and continue straight through the first roundabout. Take a slight right to stay on Porters Neck Road and travel approximately 1.4 miles. Tum left on Bald Eagle Lane and travel 0.5 miles. The project site will be located on the right-hand side of the street. The project site is a residential lot with 100' of shoreline frontage along the AIWW and Middle Sound. The lot averages 10 ft. above Normal High Water (NHW). The property's shoreline is stabilized by an old asbestos bulkhead. The property is currently developed with a single-family residence and vegetation consists of lawn grasses and Oak Trees. Waterward of the existing vinyl bulkhead is an area of Coastal Wetlands approximately 60 ft. in width consisting primarily of Smooth Cordgrass (Spartina Altemiflora). Normal High Water (NHW) is at the existing bulkhead. The property is bordered by residential properties to the north, south and west. The shorelines to the north and south have been stabilized with bulkheads and are developed with single-family residences and docking facilities. The property contains an existing residential docking facility extending into the AIWW. The existing docking facility consists of an approximately 174 ft. long by 6 ft. wide pier and a 16 ft. long by 20 ft. wide fixed gazebo that leads via an access ramp to a 16 ft. long by 8 ft. wide floating dock running perpendicular to the shoreline to the south. The docking facility also includes a 14 ft. wide by 14 ft, long boat lift on the waterward side of the gazebo and two mooring pilings. The docking facility appears to have been damaged during Hurricane Florence. The New Hanover County Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Conservation/Residential. The waters of the AIWW, in the vicinity of the project site, are classified SA-ORW by the N.C. Division of Water Resources. They ARE designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries. They are OPEN to the harvest of shellfish. 10. PROPOSED PROJECT The applicant proposes to construct a new vinyl bulkhead 2 ft. waterward of an existing asbestos wall and fill 200 sq. ft. of Coastal Wetlands. According to the application a new 100 ft. long vinyl bulkhead would be installed 2 ft. waterward of the existing asbestos wall. Installation of the new bulkhead would result in the filling of 200 sq. ft. of Coastal Wetlands. The existing wall would essentially be the new NHW line. (see Sheet 1 of 2) 11. ANTICIPATED IMPACTS The proposed bulkhead installation would disturb approximately 2,000 sq. ft. of high ground within the 30 ft. Coastal Shoreline Buffer in the 575 ft. Coastal Shoreline/ORW AEC and would result in the filling of 200 sq. ft. of Coastal Wetlands below NHW.
