REGAN secretary LINDA CUL.PEPPER Interim Director January 31, 2019 DWR # 18-1722 Wake County City of Garner ATTN: Mr. Rodney Dickerson 900 7" Avenue Garner, NC 27529 Subject: REQUEST FOR ADDITIONAL INFORMATION White Oak Sewer Extension Dear Mr. Dickerson: On December 19, 2018 the Division of Water Resources (Division) received your application requesting an Individual Water Quality Certification from the Division for the above -referenced project. The project application fee was received January 9, 2019. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. You have proposed the crossing of a stream via open -cut method. Please clarify if the proposed crossings will be constructed by working in the dry. Plan sheet C-1.2 notes that the contractor will use a "stream ford crossing" but no details were provided, please provide these details. 2. Please provide plans and information showing how coffer dams/pumps, turbidity curtains or other sediment barriers will be installed where the open -cut method will be utilized to cross stream and/or wetland complexes. 3. The proposed sewer alignment includes the non -perpendicular crossing of a stream. Please explain why alignment to a perpendicular crossing is not feasible. 4. Buffer Mitigation is proposed associate with impacts from the non -perpendicular stream crossing. Please explain how the mitigation area was calculated. Refer to plan sheet C-1.2. For a non -perpendicular crossing in Zone 1, all impacts to the Zone 1 buffer must be mitigated for. [15A NCAC 02B .0233 (6)j Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Please respond in writing within 30 calendar days of receipt of this letter by sending one (1) copy of all of the above requested information to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617 OR by submitting all of the above requested information through this link: https://edocs.deg.nc.gov/Forms/Supplemental-Information-Form (please note that the DWR# requested on the link is referenced above). If all of the requested information is not received within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please be aware that you have no authorization under the Water Quality Certification Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
