The City of Conover currently has two state permits. One is for Engineered Controls, Int., and
the other is for Hickory Springs Manufacturing -Wire Tech Plant. The flow for both industries
goes to the Clark Creek Wastewater Treatment Plant in Newton, N.C. and we have a modified
program in association with Newton. Therefore, the IDSF forms for these industries are and
other information is included in the Newton PAR. This and other data has been sent to the
Newton wastewater treatment plant. This year the IDSF data was not included with the Conover
report, as instructed during the 2018 PAR workshop in Salisbury on 1/29/19. The IDSF data was
sent to Newton who will include it in their 2018 PAR report.
A walk through inspection of Engineered Controls Int, was done on 11/28/18. All appeared to be
in order.
Engineered Controls had a limits violation for Chromium for February and March of 2018. A
NOV was issued for each violation. They are sampling for metals quarterly according to the
permit, however they were instructed to sample monthly for the next six months as additional
sampling to ensure compliance. All sampling events through the rest of 2018 were within
compliance levels.
Engineered Controls also filed a late report for April of 2018. A NOV was issued for this late
report.
Engineered Controls has worked to ensure they are maintaining compliance.
A walkthrough inspection of Hickory Springs Manufacturing Wire Tech Plant was conducted on
10/16/18. All appeared to be in order.
Hickory Springs had two NOV's for Zinc both of which were from POTW sampling. NOV's
were issued. Neither of these resulted in SNC. Hickory Springs has been sampling monthly for
metals and have had no other occurrences throughout the rest of 2018.
When figuring the averages for parameters that had some results that were below detection
limits, these results were considered "0" for determining averages for each six month period.
