IUPs: plus 5/26/89 Notice to Show Cause 11 y k�§ �) X 0 � Pretreatment Narrative 2018 City of Newton's Pretreatment Program -The Headwork's Analysis is in the process of being approved as of March 2017. -The Long Term Monitoring Plan was approved on 8/5/2015. -The Sewer Use Ordinance was approved on 2/11/2013. -The Enforcement Response Plan was approved on 8/8/2016. -The Allocation Table was last updated on July 2018. -The Industrial Waste Survey was updated by Eric Jones and approved on 3/26/2015. -On Newton's IDSF, if results are BDL, then we use %: DL as value. -Also on Newton's IDSF, the pollutants Selenium and Fluoride are listed as Annual Testing Only and testing is conducted to support the requirements of the LTMP and Land Application testing. Clark Creek WWTP The City of Newton Clark Creek Wastewater Plant reported 2 basin overflows in 2018 05/08/2018; there was a hose that burst in the lime/grit building that backed up and overflowed into a line that goes back to the headwork's of the plant. There was a blockage in this line that caused an overflow in the plant. Lime water overflowed with less than 25 gallons getting to a storm drain. None made it out of the plant. 09/04/2018 there was a small spill of less than 1500 gallons from the primary reactor effluent; it was contained to area around unit. None reached any storm drains. 10/09/2018 we received a NOD for the CL2 being out of range, this was due to having a problem with the lines we had replaced for the Sulfur Dioxide. It was caught and repaired. 11/28/2018 the plant had an annual inspection and received an NOD for the following issues: -One of the flow measurement systems (Flume #1) is not accessible for calibration. The plant was constructed like this in the 1970's. -There was a missing calibration record in the lab and a calibration sheet hadn't been done. All are in the process or has been completed In January 2018, nutrient samples were not obtained by the lab February 2018, the lab received 2 NOV's due to effluent solids being out for the week, which caused them to be out for the month. We had several substantial rains that week which caused the problems. The City of Newton paid the fines for the NOV's. November 2018, the City of Newton may have an NOV for fecals being out for the week. Heavy rains are again the reason. In both spills, none got outside of the plant or reached any of the storm drains Technibilt. Ltd. -Manufactures metal shopping carts and material handling equipment. No NOV issued for first six months. 1 NOV issued second six months. The violation was for TSS on 9/19/18. Sampled again on 9/24/18 and they were back in compliance. Technibilt's TTO certifications are included with this report. Special Metals Welding Products Company Nickel Alloy Welding Materials Manufacturing First six months: 2 NOV's issued for BOD and COD. Second six months: 5 NOV's issued for BOD and COD Second six months: Out of compliance on Nickel and Chromium. Did not issue a violation at that time due to permit limit mistake; Part 1 Section F. Special Metals was in SNC for several months. They are currently undera consent order to help get them out of SNC and give them an opportunity to figure out what and where the issues are stemming from. All sampling events that were done by the City of Newton WWTPare included with this report. Already sent a copy of the Consent Order. City of Conover The City of Newton and the City of Conover have an agreement that Newton will treat some of Conover's Wastewater. This agreement was initiated because of the closing of Conover's Southeast WWTP. The City of Conover currently has 2 industries included in thiswaste stream that are classified as Categorical Industrial Users. These industries are: -Engineered Controls -Inspected by City of Conover on 11/28/18 per Evan Rubins -Hickory Springs -Inspected by City of Conover on 10/16/18 per Evan Rubins The City of Conover is the Control Authority for the industries within Conover. Permits for SIU's and non- domestic users on Conover's Collection System discharging to Newton's Clark Creek WWTP will be based on the available loadings for the Clark Creek WWTP.
